摘要
在新世纪,扶贫的重点是提高贫困人口素质。推行直接教育援助工程是增加贫困地区人力资本投资的一条可行途径。在国家财政地区发展基金或扶贫基金中设立专门帐户,使该工程所需资金纳入政府的财政预算中,用于资助贫困农户子女九年义务教育和高中阶段教育,并对大学阶段教育的给予直接资助补贴,原则上每一个贫困农户可安排1名子女,使他们最终获得不断学习和工作的能力。
In the new century,the focus of the aidthepoor work is to improve the quality of the people in the poor rural areas.To increase the human resource investment in these areas, it is a feasible access to promote the direct education support project. In the development fund or aidthepoor fund of the state fiscal supporting areas, a special account can be opened so that the funds needed by the project can be taken into the government's fiscal budget.The funds are aimed to support the children of the poor rural households for their 9year compulsory education and senior high school education, and provide the direct financial subsidy in their higher education period. In principle,a child will be picked out from each poor rural household, because only by this the children may have the chance to acquire an ability to study and work constantly.
