摘要
本文探讨了在我国电信业发展过程中电信普遍服务政策制定的几个基本问题。包括普遍服务的定义和目标,我国电信普遍服务的发展状况和发展阶段,在借鉴国外经验的基础上提出我国的电信普遍服务补偿对象及范围的划分标准,最后提出我国电信普遍服务基金建立应遵循的原则。
This article probes into several basic problems existing in the establishment of telecom Universal Service policy in the development of China's telecommunications. It contains the definition and goal of Universal Service, describes the status and its development and, based on the other countries' experiences, comes up with the criteria of classifying its objects and areas. In the end, it provides the principles that should be followed in establishing China Telecom Universal Service fund.
