摘要
高等学校管理中存在着三股基本的力量:行政力量、市场力量和学术力量。高等学校管理的重要功能和目的就是实现校内资源配置的优化。与市场配置和政府干预存在市场失灵和政府失灵一样,在一定的条件下,高等学校管理也会出现“学校失灵”。文章探讨了三种类型的学校失灵:学校行政失灵、校内市场失灵和校内学术失灵。针对学校失灵的表现和原因,文章最后提出了改革的出路之一是对高校进行社会经营。
Administration power, market power and the academic power are the three basic powers in the management of the higher education organization. The aim of the management of the higher education organization is to gain the max benefit of the educational resource in the school. The same is to the 'government failure' and the 'market failure', and the school management may lead to 'school failure' . But the social management may be the possible way out
