摘要
中国科技成果评审制度产生于计划经济时代,显然已不适应现在市场经济的要求。本文分别对不同的评审形式进行了介绍并对存在问题作了分析。最后提出了对科技成果评审制度的若干改革建议:从根本上抑制对评审的需求;逐步直至最终取消评审;配套构建我国新的有效率的评价体系;对于保留的极少量的评审,主要是评奖中的评审要对其进行科学的改良。
This paper describes briefly the components of the Chinese examination and appraisal system for the sci-entech achievements, introduces and analyzes respectively the different appraisal forms and existing problems, and finally discusses the reforming suggestions for the examination and appraisal system, including: taking a drastic measure to restrain radically the needs for the examination and appraisal; generally and then finally abrogate the examination and appraisal; outfitting the new and effective evaluation system; reforming scientifically a few reserved appraisal , especially the critical examination for awards.
