挑战与希望并存的“国有民办”学校——透析美国公立中小学改革的新举措
摘要
通过签订合同,将过去由国家举办的学校交付民营公司经营管理,这是美国公立中小学校改革的一种新举措。在这一过程中,学校的所有权与经营管理权发生了分离,由此形成了"国有民办"的新型办学模式。当前"国有民办"学校虽然发展迅速,但也面临着一些严峻的挑战,能否找到有效的对策,将决定着它的发展前景。
