摘要
在国家振兴东北老工业基地的宏观背景下,本着深化改革、适度超前、突出重点、提高质量的指导思想,通过对沈阳市城市发展及城市基础设施建设之路的回顾,提出城市基础设施建设合理的模式、科学的实施方案以及可行的政策建议。合理控制和科学引导城市基础设施建设,使基础设施建设有序、快速、高效进行,形成基础设施建设可持续进行的良性循环机制。
The state has recently adopted thepolicy of revitalizing the old industrial base of north-east China. Shenyang, as a mega city in this area, willinevitably face more opportunities under thisbackground. Reviewing the construction process ofShenyang city and its infrastructure, this paper pre-sents a reasonable mode for the infrastructureconstruction, a scientific implementation scheme andpractical policy advices on the principles of deepen-ing reform, measurably superior development, focusconcentration and fostering quality, in order to enablethe construction to be effective, prompt andsustainable.
