摘要
参与式预算近三十年来在国内外很多地区得以实验。从流程设置、治理绩效等方面对之的研究已经很多。论文从公民权力的视角来定义参与,通过对云南盐津"群众参与预算改革"的实践观察,从改革层次、预算层级、预算范畴、参与结构、民主流程、代表产生、预算决策、过程控制、公民直接参与、参与流程等方面,对公民权力进行了分析,并与巴西模式和国内其他做法相比较,分析了盐津模式中公民权力的实现程度。论文认为盐津模式在国内相关创新中,体现了比较大的公民权力空间,但相比巴西模式其实现程度仍然较低。文章最后对盐津参与式预算模式的改进提出了建议。
Experiments in participatory budgeting have taken place in many areas all over the world in the last 30 years. The published studies of these experiments involve procedure,performance,etc. This paper analyzes the ' mass budget reform' in Yanjin County in Yunnan Province,from the angle of citizen power. The Yanjin model is analyzed through factors including the reform level, the range of the budget,participatory structure, the voting process, the election of representatives, direct involvement of citizens,participatory process,etc. The Yanjin model is then compared to the Brazilian model in order to find out the degree of citizen paower in the Yanjin case. The Yanjin model allowed a rather large space for citizen power as compared with other practices in China; while still small as compared with the Brazilian model.Finally,suggestions for improvements are made in conclusion.
