摘要
参与式预算实践在我国开展已十年有余,实践证明参与式预算的实施对推动基层公共治理的民主化改革起到了积极作用。在当前国家治理改革创新的大背景下,作为县乡镇及城市社区基层在治理中尤为关键和重要。特别是随着我国公共预算改革的推进,参与式预算在城乡社区治理中发挥更大作用,需要在制度建设与创新上加强。
Participatory budget practice in China has been more than ten years, practice shows that the imple- mentation of participatory budget to promote grass - roots public governance has played a role in the democratization of reform. In the background of national governance reform and innovation, to govern the county, towns and urban communities at the grassroots level is particularly critical and significance. Especially with the advancement of Chi- na＇ s public budget reform,participatory budgeting plays a greater role in urban and rural community governance, which need to strengthen the institutional improvement and innovation.
