摘要
农村劳动力转移培训是提升农民工素质、优化人力资源配置的重要措施,在农民工就业和增收中作用显著。城乡差距、剩余劳动力多等是转移的主要原因,"阳光工程"培训是提升转移劳动力素质的重要手段,在实际培训中存在就业后离职率高、师资力量薄弱、资金来源渠道单一等问题。因此,应当加强培训的针对性,提高已就业人员的工作稳定性,发挥政府的主动性和创造性,创新培训模式,强化师资力量,拓宽资金来源渠道,提高培训的效果。
The transferring training for rural labor forces is an important measure to enhance the quality of the migrant workers and optimize the allocation of human resources,which has a significant effect on the employment and income.The gap between urban and rural areas and too much surplus labor are the main reason for transferring.'Sunshine Project'training is an important means but there are some problems,such as high turnover rate,poor quality of teachers,single funding sources and so on.Therefore,it should strengthen the training objective,improve the stability of the employed staff,develop the government's initiative and creativity,innovate the training model,strengthen teachers,and broaden the sources of funding channels to enhance the effectiveness of training.
