摘要
科学技术是第一生产力,这是马克思主义的现点.市场经济牵引科技进步,又依靠科技进步,是历史发展的主流.但科技与经济并不存在简单的正比关系.如何使这两张皮贴合起来,同步协调地发展,真正发挥第一生产力的作用,关键在于自觉有序的整体管理.学习和借鉴发达国家的现代的管理经验,建立和完善我国的整体管理体制,是摆在我们面前的重大任务.
It is one of Marxist viewpoints that science and technology are the first productivity. The main trend of the historical development is that market economy guides the development of science and technology as well as depends on them. But the development of science and technology is not in direct proportion to that of economy. How to make these two in perfect harmony and synchronize their development in order to bring the first productivity into full play lies mainly in voluntary and orderly overall management. What we should fulfill at the moment is to learn from the modern management of developed countries and to establish and perfect our overall management system.
