摘要
网络技术的发展为开放运动兴起提供了契机。除促进学术自由交流以外,开放获取为大学科研绩效评价也带来深远影响。做为科研绩效评价重要手段的科学计量学也不例外。开放获取运动的发展还有助于改进大学科研绩效评价过程,提高效率并降低成本。另一方面,大学科研绩效评价活动对开放获取运动的发展有明显的引导和促进作用。对两者之间的相互影响进行研究,有助于更好地发挥开放获取运动为我国学术界带来的机遇,促进我国大学的科研绩效评价体系与时俱进,更好地推动我国科研事业的发展。
Advancements of network technology,including Internet and Web services,provides technology foundation for the rapid development of Open Access(OA).In spite of driving more freely academic communication,OA also brings profound impact on Research Performance Evaluation(RPE) in universities.Scientometrics,one of the most important methods for RPE,is no exception.At the same time,OA is able to help improving efficiency and reducing cost of RPE processes in universities.On the other hand,university RPE practices have obvious guiding and driving effects on the development towards full OA(100%).Research about their mutual interactions can help us to take full advantage of the opportunity that OA brings to Chinese academic community,and drive the RPE system in Chinese universities to evolve with current trend,and finally push the development of R&D activities in China.
