摘要
文章选取变异系数对1978年以来我国区域差距变动情况进行了分析,发现区域差距经历了先缩小(1978—1990)、后扩大(1991—2003)、再缩小(2004—2010)三个阶段,但区域差距的整体状况仍不容乐观。财政政策可以在调控区域发展中发挥重要作用,然而我国目前各项财政政策调控区域差距的效果并不显著,有些政策的实施甚至起到了扩大区域差距的作用。因此,完善区域调控中的财政政策,对于促进区域协调发展十分必要。
Using the tool of coefficient of variation,we found that the regional disparity has experienced three periods of narrowing period(1978-1990),widening period(1991-2003) and re-narrowing period(2004-2010).Although the fiscal policy can play an important role in narrowing the regional gap,the effect of the policy is not remarkable.The fiscal system and policies in regulating regional development need to be improved.
