摘要
兼顾提高能效、降低成本、保证质量,是电力市场化和电力监管的目标所在。以考察为基础,分析了美国俄勒冈州、加拿大魁北克省在能效管理与供电监管方面的主要举措与成效,总结了可供中国政府及有关机构、企业参考的启示及建议。
The goal of power market construction and electricity regulation should include increasing the energy utility efficiency,reducing the cost and guaranteeing the quality.This paper looks into the major measures taken in the regulation of energy efficiency and power supply and the main achievements of these practices in the State of Oregon,the United States and the Province of Quebec,Canada.In addition,suggestions are put forward,which could be references for related government departments,institutions and companies in the power sector.
