摘要
政府、企业或农户、消费者组成的循环经济主体系统,由于缺乏技术创新的支持,明显动力不足。为此作者提出政府、企业或农户、消费者及社会独立的农业R&D机构等组成的四元主体系统模型。四元主体系统要具有协同优势必须发挥政府的主导作用。最后在探讨农业循环经济制度变迁的基础上,提出了营建发展农业循环经济的生态文化和政府应进一步加大促进农业循环经济发展的正式制度安排的建议。
Recycle economy subject system which government,enterprise or peasant household,the public make up,because of lacking the support of technological innovation,obvious motive force was insufficient.For this reason,this text proposed systematic models of the subject of ' The main body model of the four factors ' made up of four factors such as government,enterprise or peasant household,the public and agricultural R&D organization etc.Four-body system to have the synergy to be playing the leading role of the government.Finally,changes in the economic system of agricultural cycle,based on the proposed construction of circular economy development of ecological culture of agriculture and the government should further promote the agricultural cycle to increase the formal institutional arrangements for economic development proposals
