摘要
“public administration”在国内不但有多种译法,从“公共行政”到“行政管理”,再到今天流行的“公共管理”,而且在教育目录上存在等级之分,由此引发学界许多争论。本文试图从三个方面辩证地认识和理解三者间的“分”、“合”关系:第一、今天的公共管理取代传统公共行政模式,是一种从旧范式向新范式的转变;第二、公共管理学与公共行政学、行政管理学的区分是纵向的新旧范式、新旧理念之分和横向的专业方向或学科设置意义上的“分”;第三、公共管理与公共行政或公共行政管理在广义上是同一的,可以互换使用,这是研究领域归属意义上的“合”。
The same word “public administration” in English can be translated into three different words in Chinese. Not only their translations are different, but also they are on the different grades on the educational list, which led to much confusion or controversy. As to this situation, in this paper, the author tries to understand dialectically the difference and the unity of these three translations. First, nowadays, “public administration” has replaced the traditional “public administration”, which is a study paradigm transformation from the old one to the new one; second, the difference of these three translations is on account of specialty or discipline; Third, these three translations in fact have the same meaning in broad sense. They can change usage each other, so they belong to the same study field.
