摘要
金融危机的频繁爆发已充分暴露出美元国际货币地位的衰落,超主权货币欧元也难以避免区内国家的债务危机,这是单一货币安排下货币价值稳定的要求与调节经济的职能不能协调的结果。因此,后危机时代亚洲各国应在货币二重化理论的指导下构建亚洲货币合作的新模式,建立双层货币体制。其中上币与黄金挂钩,凭价值稳定司跨境流通之职,以各国货币为下币,担调节经济之任。双层货币体制具有很强的抗通货膨胀、御外汇风险、防金融危机能力。
Frequently happened financial crisis reveals that the US dollar which acts as an international currency is going downhill.The Euro as a supranational currency can't avoid debt crisis in its members.This is due to the requirement for currency with stable value being out of harmony with its function of regulating economy under sole monetary system.Therefore countries in Asia should build a new pattern of currency cooperation called twolevellized monetary system under the guidance of theory of money two-levellization.In the two-levellized monetary system,we have an upper currency named Asia Dollar which is fixed to gold to act as international currency for its stable value and a lower currency within each country to regulate their economies.The two-levellized monetary system has strong power in protecting us from inflation,foreign exchange exposure and financial crisis.
