摘要
金融合作是维护区域金融稳定和推进区域贸易投资发展的重要手段。在当前国际经济政治格局下,中国-东盟金融合作日趋重要。本文综述了中国-东盟金融合作进程,从货币金融合作、金融市场与机构合作、金融基础设施合作、金融监管合作、金融科技合作和绿色金融合作六个方面,应用主成分分析法设定指标权重,编制了中国-东盟金融合作发展指数,以及中国与东盟各国金融合作发展指数,量化评估了中国-东盟金融合作的发展趋势、演进特征与经济效应。本文发现:①中国-东盟金融合作发展指数在2000—2023年呈逐步上升态势,合作水平不断提升;②在东盟各国中,新加坡与中国的金融合作水平最高,其次是泰国、马来西亚和印度尼西亚;③金融合作的推动力最初由货币金融合作和金融监管合作引领,逐步转向金融市场与机构合作带动,近年来,金融科技合作和绿色金融合作成为深化合作的新兴力量;④中国与东盟国家间的金融合作发展并不均衡,且发展差距呈扩大趋势;⑤应用指数实证发现,中国-东盟金融合作发展显著提高了双边贸易投资规模和中国在东盟的价值链前向参与度,并且强化了东盟国家金融结构向银行主导型演进。中国-东盟金融合作发展指数这一简约直观的政策分析工具,能够协助政府优化政策和助力企业海外发展。
Financial cooperation is a vital tool for maintaining regional financial stability and promoting the development of regional trade and investment.In the current international economic and political landscape,China-ASEAN financial cooperation has become increasingly important.This paper reviews the progress of China-ASEAN financial cooperation across six key dimensions:monetary and financial cooperation,cooperation in financial markets and institutions,financial infrastructure cooperation,financial regulatory cooperation,fintech cooperation,and green finance cooperation.By applying principal component analysis to set indicator weights,the paper constructs a China-ASEAN Financial Cooperation Development Index,as well as individual financial cooperation development indices for China and ASEAN countries.These indices quantify the development trends,evolutionary characteristics,and economic effects of China-ASEAN financial cooperation.The paper finds that:(1)the China-ASEAN Financial Cooperation Development Index showed a steady upward trend from 2000 to 2023,reflecting continuous improvement in the level of cooperation;(2)among ASEAN countries,Singapore has the highest level of financial cooperation with China,followed by Thailand,Malaysia,and Indonesia;(3)the driving forces of financial cooperation initially stemmed from monetary and financial cooperation and financial regulatory cooperation,gradually shifting towards financial market and institutional cooperation.Recently,fintech and green finance cooperation have emerged as new forces deepening collaboration;(4)the development of financial cooperation between China and ASEAN countries is uneven,with the development gap showing a widening trend;(5)empirical analysis based on the index reveals that the development of China-ASEAN financial cooperation has significantly enhanced bilateral trade and investment volumes,increased China’s forward participation in ASEAN value chains,and strengthened the evolution of ASEAN financial structures towards a bank-dominated model.The China-ASEAN Financial Cooperation Development Index,as a simplified and intuitive policy analysis tool,can assist governments in optimizing policy decisions and support enterprises in expanding their overseas operations.
