摘要
农民最需要的保障是医疗保障,影响农村合作医疗的因素很多。建议国家首先为之提供立法保障,建立以“家庭合同保健和大病统筹”相结合的农村合作医疗制度,以及“政府组织、民间管理”的体制与机制。
Medical guarantee is one of the most i mportant ones to the peasant.There a re many factors influencing the system of rural medical guarante e.It's suggested that government en sure it by legislation and establish the basic system as to the combination of'family health contract and pool pensions for serious illness'and also the management system of'governmental organization and non -government management '.
