摘要
根据西方发达国家经验以及我国自身的实践,地方公共服务的有效供给不可能由地方政府独立来完成,它需要政府、市场和社会等多方力量的参与合作。根据我国目前地方政府职能转变和经济社会发展的现状,"一主多元协作型"公共服务供给体制是比较理想的选择。为此,必须在地方政府主导下采取相关措施,推进我国地方公共服务供给。
According to the experience of developed country and our practice,the local public service can not be supplied by local government alone,but it needs the cooperation of multi-dimensional cooperation.According to the present condition,the system of cooperation is an ideal choice.Therefore,we must take corresponding measures under the leadership of local government and advance the supplies of local public service.
