摘要
作为公共产品的公共政策是国家的重要产出,也是公共管理绩效和执政绩效的重要变量。在成本-收益上,政策质量决定着运行成本、交易成本和不同的社会损耗。质量不高的公共政策,不仅自身政策损耗大,而且严重影响公共管理绩效和执政绩效。考量公共政策系统与外部环境的输入——输出过程,在政策分析中推行绩效评估,按照公共绩效最大化要求,优化政策创制和设计的技术与流程,已是公共政策国家产出当中一个无可规避的重大问题。
