摘要
《乡村振兴促进法》是乡村振兴法治化的专门性、基础性法律,标志着乡村振兴战略实施从政策引导型向法治保障型的转变。以该法为中心,推进乡村振兴法治化是逐步实现共同富裕的必然要求,是实现民族伟大复兴的必由之路,是乡村振兴战略实施的法治保障,具有鲜明的时代价值。该法从规范、内容和治理三个维度确立了乡村振兴法治化的基本框架,其实施应坚持党的全面领导作为根本保证、促进多元规范有效衔接、通过政府推动多元共治以及严格落实监督检查制度等,为乡村振兴战略全面实施提供坚实法治保障。
The Rural Revitalization Promotion Law is a special and basic law for the rule of law in rural revitalization,marking the transformation of the implementation of rural revitalization strategy from policy-guided to legal protection.Taking the law as the center,promoting the rule of law in rural revitalization is the inevitable requirement for gradually realizing common prosperity,the only way to realize the great rejuvenation of the nation,and the guarantee of the rule of law for the implementation of rural revitalization strategy,which has distinct value of the times.The law from three dimensions specifications,content and management established the revitalization of the basic framework of the rule of law,its implementation should adhere to the overall leadership of the party as a fundamental guarantee and promote the pluralistic effective connection,through the government to promote rightist and strictly implement the system of supervision and inspection,etc.,for the strategy of rejuvenating rural provide solid full implementation of the rule of law guarantee.
