摘要
文章以云南省129个县域行政区为研究目标,系统评估了资源环境承载能力(水资源、建设用地、水环境、大气环境)的空间分布差异,以期为云南省国土空间规划提供基础支撑。研究结果表明:(1)云南省水资源承载能力承载率为17.54%,承载率总体较低。但空间分布差异性较大,昆明盘龙区、五华区等地区呈"超载"的状态。(2)云南省适宜建设用地面积合计为25870.58 km^(2),占国土面积的5.52%,现状建设开发强度为26.37%,适宜建设用地面积较小,开发强度总体较弱。但鲁甸县、绿春县、凤庆县等县域处于"超载"的状态,红河县、师宗县、彝良县等县域承载率处于0.9~1之间,呈"临界超载"状态。(3)云南省COD、TN、TP水环境容量合计分别为464.56、22.86、4.57万t,水环境承载率分别为7.04%、25.65%、10.08%,总体水环境承载率较低。但昆明、曲靖及玉溪等滇中城市部分县域水环境承载率>1,呈"超载"状态,宣威、水富、陆良县承载率处于0.9~1之间,呈"临界超载"状态。(4)基于适宜建设用地核算的云南省SO_(2)、NO_(x)、PM_(10)大气环境容量分别为272.15、183.53、247.95万t/a,承载率分别为13.39%、10.90%、8.74%,县域大气环境均呈现"未超载"的状态。
The spatial distribution characteristics of resource and environment carrying capacity were systematically and comprehensively evaluated with 129 counties in Yunnan Province,China,which provided basic support for the spatial planning of national land.The results showed that the load-bearing rate of water resources in Yunnan Province was 17.54%,which was generally low.However,some counties in Kunming such as Panlong and Wuhua District were in the state of overload.The total areas of suitable construction land in Yunnan Province was 25870.58 km^(2),which accounted for 5.52%of the land area.The current development intensity of construction land was 26.37%.However,Ludian,Luchun,Fengqing and other counties were in the state of overload.The current development intensity of Honghe,Shizong,Yiliang and other counties were in the range from 90.0%to 100%,and other counties were less than 90%.The total water environmental capacity of COD,TN and TP in Yunnan Province were 4645600,228600 and 45700 tons respectively,and the load-bearing rates were 7.04%,25.65%and 10.08%respectively.However,the load-bearing rate of some parts of Kunming,Qujing,Yuxi City were more than 100%,which were in the state of overload.The load-bearing rate of Xuanwei,Shuifu and Luliang counties were in the range from 90.0%to 100%,which were in the state of critical overload.Based on the calculation of suitable construction land,the total atmospheric environmental capacity of SO_(2),NO_(x)and PM_(10)in Yunnan Province were 2721500,1835300 and 2479500 tons every year,which the bearing rates were 13.39%,10.90%and 8.74%respectively.In Yunnan,the atmospheric environment carrying rate was no more than 90%,which was in the state of no-overload.
