旅游活动碳排放管理评价指标体系构建及实证研究 被引量:2

Construction and Empirical Research of Carbon Emission Management Evaluation Index System for Tourism Activities

摘要 随着旅游业在碳减排中发挥着越来越重要的作用,如何科学评价旅游活动碳排放管理水平,为旅游业发展提供决策参考成为当前研究重点。论文以旅游活动碳排放管理影响因素为基础,采用层次分析法从旅游活动角度筛选并构建了评价体系,以黑龙江省为实证对象采用主客观组合赋权方法确认权重,并运用模糊评价法动态评价2016—2022年黑龙江省旅游活动碳排放管理水平。结果表明:对提升旅游活动碳排放管理水平起决定作用的是能源利用效率,制度层面管理水平的提升会更有利于碳排放管理;旅游活动碳排放管理水平呈现先下降后上升趋势,最终维持在“较好”水平;受经济及区位发展条件所限多数指标水平处于中间区段,“较差”水平集中于制度层面的管控和资金投入,“一般”和“较好”水平集中于技术层面。研究结果可以为地区衡量旅游活动碳排放管理水平提供参考。 As tourism plays an increasingly important role in carbon emission reduction,how to scientifically evaluate the carbon emission management level of tourism activities and provide decision-making reference for tourism development has become a current research focus.Based on the factors influencing carbon emission management of tourism activities,the article uses the Analytic Hierarchy Process(AHP)to select and construct an evaluation system from the perspective of tourism activities.Heilongjiang Province is taken as the empirical object,and a combination weighting method of both subjective and objective criteria is used to determine the weights.The fuzzy evaluation method is applied to dynamically assess the carbon emission management level of tourism activities in Heilongjiang Province from 2016 to 2022.The results show that,energy utilization efficiency plays a decisive role in improving the level of carbon emission management in tourism activities,while an enhancement in institutional-level management would be more conducive to carbon emission management.The carbon emission management level of tourism activities decreased first and then increased,and finally maintained at a“good”level.Heilongjiang Province is constrained by economic and location development conditions,maintains most indicator levels in the intermediate range.The“poor”levels are concentrated on institutional-level control and financial investment,while the“fair”and“good”levels are focused on the technological aspect.The analysis results can provide a reference for regions to measure the carbon emission management level of tourism activities.
