摘要
职业教育国家专业教学标准建设对规范学校教学、深化课程改革、提升教育质量等具有重要意义。然而,当前国家专业教学标准建设在诸多方面仍存在不足,亟需借鉴他国经验,进一步反思"如何开发""如何实施"等问题。俄罗斯职业教育国家教育标准以能力为本,开发机构职责分明,开发流程严谨清晰,形成了各级教育标准统一贯通、自上而下的实施路径。我国应促使专业教学标准对接职业标准,实现标准职业性与教育性的融合;调整国家专业教学标准的组织机构,完善开发机制;强调学习成果最低要求,形成国家统一性与地方灵活性相结合的职业教育标准体系。
The construction of VET(Vocational Education and Training)National Professional Teaching Standards is of great significance for standardizing school teaching,deepening curriculum reform and improving education quality.However,there are still many shortcomings in the current construction of VET National Professional Teaching Standards.It is necessary to learn from the experience of other countries,and further reflect on questions about"how to develop"and"how to implement".The Federal State Educational Standards for VET in Russia are competence-based.Its development institutions work together well with their own clear responsibilities,and the development process is strict and explicit,forming a unified and top-down implementation path of educational standards at all levels.For China,we should promote VET National Professional Teaching Standards to align with the corresponding Professional Standards,and realize the integration of professional attribute and educational attribute;adjust the organizations or institutions of VET National Professional Teaching Standards,and improve the development mechanism;emphasize the minimum requirements of learning outcomes,and form a system of VET standards combining national unity and local flexibility.
