摘要
作为发达国家,美国不仅技术性贸易措施体系相对成熟,而且技术援助经验丰富。美国的标准联盟自2013成立以来,已为多个国家提供过技术性贸易措施技术援助。研究和借鉴标准联盟的实践经验,有利于我国加强与"一带一路"沿线国家的交流合作,进一步推动建立国际新秩序。本文以标准联盟援助东非共同体为例,介绍美国开展技术性贸易措施技术援助工作的基本情况及其特点,并针对我国现状提出相关建议。
As a developed country,the United States not only has a relatively mature system of technical trade measures,but also has rich experience in technical assistance.The Standards Alliance of the United States has provided technical assistance on technical trade measures to many countries since 2013.Studying the practical experience of the Standard Alliance is conducive to strengthening the communication and cooperation with Belt and Road countries,and helping to further promote the establishment of new international order.This article takes the Standard Alliance’s assistance to East African Community as an example,introduces the basic situation and characteristics of the United States’technical assistance of technical trade measures,and puts forward the corresponding suggestions according to the current situation of China.
