摘要
十年来,我国继续教育发展迅速,立足国家重大战略,承担学历补偿、职业技能培训、文化素质教育等多种职能,在促进教育公平、提升国民综合素质、推动积极老龄化、服务社区治理、构建学习型社会良好氛围等方面作出了重要贡献。同时,我国继续教育也面临着一系列挑战,存在国家层面立法滞后、管理体制不畅、经费投入不足、专业队伍匮乏、学习资源缺乏整合共享、办学质量参差不齐等问题,需要加快国家层面立法,完善管理体制机制,优化继续教育结构,保障经费与人员投入,加强质量监督保障,健全学习支持体系。
Continuing education is an important part of lifelong education system which is of great significance in modern society."Outline of Medium and Long-term Planning of National Education Reform and Development(2010-2020)"put forward the strategic goal of"building a complete system of lifelong education",the 19 th National Congress of the CPC put forward the strategic task of"improve continuing education,step up efforts to build a learning society,and promote the well-rounded development of all our people".In the past ten years,continuing education in China has developed rapidly.Based on the important national strategies,it has undertaken various functions such as academic compensation,vocational skills training,and cultural education.It has played an important role on promoting education equity,improving the overall quality of the people,promoting active aging,serving community governance,and building the good atmosphere of learning society.At the same time,continuing education is still facing a series of challenges.It is necessary to speed up legislation at the national level,improve management systems and mechanisms,optimize the structure of continuing education,ensure funding and personnel input,strengthen quality supervision and assurance,and improve the learning support system.
