The application of ecosystem services(ES)theories in land consolidation is a confusing issue that has long plagued scholars and government officials.As the upgraded version of traditional land consolidation,comprehens...The application of ecosystem services(ES)theories in land consolidation is a confusing issue that has long plagued scholars and government officials.As the upgraded version of traditional land consolidation,comprehensive land consolidation(CLC)emphasizes ecological benefits,but it does not achieve the expected effect during the pilot phase.This study first proposed a theoretical analysis framework based on ES knowledge to answer the three key questions of why,where,and how to implement CLC better.Taking mountainous counties as the study area,we found that ES trade-offs/synergies,bundles,and drivers were significantly affected by scale effects.ES knowledge can play a crucial role in designing multi-scale CLC strategies regarding the objective,zoning,intensity,and mode.Specifically,mitigating the significant trade-offs between recreational opportunities,food production,and other ES is the top priority of CLC.Land consolidation zoning based on the ES bundles analysis is more rational and can provide the scientific premise for designing locally adapted CLC measures.Land consolidation can be classified into high-intensity direct intervention and low-intensity indirect intervention modes,based on the major drivers of ES.These findings help narrow the gap between ES and CLC practices.展开更多

The rural social space quality is an important indicator to measure the living standard and thinking ideas and so forth of rural residents in a certain region.In this paper,213 administrative villages in Longxi County...The rural social space quality is an important indicator to measure the living standard and thinking ideas and so forth of rural residents in a certain region.In this paper,213 administrative villages in Longxi County of the Loess Hilly Area,China are taken as evaluation units to construct the evaluation model of the rural social space quality.This paper deeply analyzed the variation patterns and their formation mechanism of the rural social space quality at a village scale,and proposed a governance model based on the rural social space quality.The results show that:(1)the social space quality levels of individual administrative villages show a gradually decreasing trend from the township seats to outward.The eastern part of Longxi County has a relatively high education level and living standard,and the western part has a relatively high population stability level and income level.(2)The rural social space quality is mainly in a ring structure,supplemented by the interlaced structure.The core area is the towns and their surrounding areas,while the transition area,marginal area,and other areas are expanded around the core area.(3)Social forces and spatial effects jointly shape the variation of the rural social space quality.Social organizations provide a driving force for the allocation of elements,and interweaving with the spatial effects lead to the differences in the social space quality.(4)The governance models of the rural social space quality are constructed based on the principles of retaining the rural“people”,optimizing the rural“land”,and developing the rural“industry”,so as to improve the rural centripetal force,core force,inner thrust,and source power.展开更多
Global financial governance refers to the way in which global financial affairs are managed. As there is no global government, global financial governance typically involves a range of actors including states, as well...Global financial governance refers to the way in which global financial affairs are managed. As there is no global government, global financial governance typically involves a range of actors including states, as well as regional and international organizations aimed at negotiating responses to problems that affect more than one state or region, far from only providing the public good of financial stability through global economy integration and global financial legislation. In geopolitical context of the 21 st century, emerging economies still have maintained a low profile in global financial governance, despite their growing economic power and the rhetoric of being a responsible great power, and there is little evidence that they will seek international leadership. Moreover,compared to the other emerging powers in the BRICS(Brazil, Russia, India, China and South Africa) group,China has under-participated in global governance in terms of contributing personnel, finance and ideas to major multilateral institutions and programs. It is really an interesting question in international economics and politics area. Firstly, this paper examines comparative data on the emerging economies countries' participation in global financial governance and explains the reason why China has relatively low involvement in global financial governance. Secondly, this paper analyzes norms and legitimacy in global financial governance, and thus outlines the emerging economies constraints on public policy of global financial market integration in the light of the foregoing analysis of legitimacy, accountability and democracy. Determining the travel intention of residents with shared electric vehicles(EVs)is significant for promoting the development of low-carbon transportation,considering that common problems such as high idle rate and lac...Determining the travel intention of residents with shared electric vehicles(EVs)is significant for promoting the development of low-carbon transportation,considering that common problems such as high idle rate and lack of attractiveness still exist.To this end,a structural equation model(SEM)based on the theory of multiple motivations is proposed in this paper.First,the influencing motivations for EV sharing are divided into three categories:consumer-driven,program-driven,and enterprise-driven motivations.Then,the intentions of residents in Shanghai to travel with shared EVs are obtained through a survey questionnaire.Finally,an SEM is constructed to analyze quantitatively the impact of different motivations on the travel intention.The results show that consumer-driven motivations with impact weights from 0.14 to 0.63 have the overwhelming impact on travel intention,compared to program-driven motivations with impact weights from−0.14 to 0.15 and enterprise-driven motivations with impact weights from 0.02 to 0.06.In terms of consumer-driven motivations,the weight of green travel awareness is the highest.The implications of these results on the policy to enable large-scale implementation of shared EVs are discussed from the perspectives of the resident,enterprise,and government.展开更多
With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in...With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in the realm of global governance is becoming increasingly prominent.Moreover,the raging COVID-19 pandemic has aggravated the divergences between the two countries in terms of global governance strategy.Since the end of World War II,although the diplomatic strategies of the US and their implementation have varied from administration to administration,such strategies have generally been defined by the US desire for hegemony in global governance.China’s engagement in global governance,by contrast,has undergone twists and turns,and its strategies and policies have kept pace with the times,which has gradually led to a global governance strategy that highlights extensive consultation,joint contribution,and shared benefits.The divergences between China and the US in terms of global governance strategy are embodied in governance values,areas,and approaches,relations among governance entities,and balance between national and global governance,which have resulted mainly from the two countries’different cultural backgrounds,historical traditions,realistic goals,and national strength.In the context of intensifying competition among major countries today,these strategic divergences between China and the US have exerted a profound impact on global governance cooperation and the reform of the global governance system,and exacerbated the fragmentation of global governance and the competition over leadership.Therefore,a comparison of the global governance strategies pursued by China and the US will help enhance mutual understanding,avoid confrontation and conflict,properly manage disagreements,and promote a healthy and stable development of bilateral relations between China and the US.展开更多

In order to promote the sound development of circular economy,strengthen the construction of ecological environment,and deal with the negative environmental externalities caused by the transboundary inflow of solid wa...In order to promote the sound development of circular economy,strengthen the construction of ecological environment,and deal with the negative environmental externalities caused by the transboundary inflow of solid waste(TISW),China has been gradually tightened up the supervision of TISW.In recent years,although TISW in China has slowed down,the‘hidden’inflow is still relatively prominent by our comparison of the data between the major outflow countries/regions and that of China.Based on China’s institutional environment and evolution path,this study has identified the government as the main body of the TISW governance in China,and the classified supervision of TISW as its basis,with relevant government departments being empowered and coordinated by the law to constantly optimize the governance procedures by promoting the pre-entry checking,port supervising and the self-disciplined compliance of stakeholders.Based on the gravity model and the unbalanced short panel data of 41 kinds of TISW with 6-digit HS coding from 12 major outflow countries/regions in the period of 2012-2017,this empirical analysis by the two-way fixed effect static panel data model and the GMM dynamic panel data model respectively shows that the governance from the Chinese government has a significant impact on the reduction of the volume of TISW.Besides,the significant positive coefficient of GDP also shows that China’s economic growth results in a certain demand for recyclable solid waste,but the variables of TISW catalogue adjustment and international cooperation are not significant.Therefore,in order to further enhance the efficiency of TISW governance,it is suggested that:①The classified supervision of TISW should be up-graded and the identification standards and procedures of TISW should also be scientifically optimized by the cooperation of relevant functional departments.②The TISW governance system at China Customs should be continuously improved by focusing on the pre-and post-entry checking and credit management of stakeholders.③Multi-channel international cooperation and information exchange should be promoted to achieve timely risk prevention and more effective post-entry supervision.展开更多

However, there is no definitive conclusion on which explan...It is generally believed in academia that there are two theoretical explanations of tunneling and financing advantage for the creation of pyramidal structure. However, there is no definitive conclusion on which explanation holds sway. Based on non-equilibrium panel data of seven years between 2004 and 2010, this empirical study uses the product market competition variables of "inter-sector competition" and "intra-sector competition" and the hierarchy and complexity of pyramidal structure, examines the correlation between pyramidal structure of Chinese private manufacturing listed firms and product market competition and patterns of change, and reveals the major causes of pyramidal structure. Empirical result indicates that, for Chinese private manufacturing listed companies, there is a significant negative correlation between product market competition and the hierarchy and complexity of pyramidal structure, which indicates that the creation of pyramidal structure has a preference on tunneling by controlling shareholders. On the basis of further considerations on corporate tunneling and financing restraint categorization, high-tunneling firms and firms with low financing restraint demonstrate significant tunneling motivations; low-tunneling firms and firms with high financing restraint demonstrate significant effect of financing advantage, which further testifies both theoretical explanations for the creation of pyramidal structure. Conclusions of these studies have not only enriched and supplemented relevant studies on the root causes for the creation of pyramidal structure by Chinese private business groups, but provide practical support for firms to make correct and effective use of pyramidal structure as well.展开更多

In geopolitical context of the 21 st century, emerging economies still have maintained a low profile in global financial governance, despite their growing economic power and the rhetoric of being a responsible great power, and there is little evidence that they will seek international leadership. Moreover,compared to the other emerging powers in the BRICS(Brazil, Russia, India, China and South Africa) group,China has under-participated in global governance in terms of contributing personnel, finance and ideas to major multilateral institutions and programs. It is really an interesting question in international economics and politics area. Firstly, this paper examines comparative data on the emerging economies countries' participation in global financial governance and explains the reason why China has relatively low involvement in global financial governance. Secondly, this paper analyzes norms and legitimacy in global financial governance, and thus outlines the emerging economies constraints on public policy of global financial market integration in the light of the foregoing analysis of legitimacy, accountability and democracy. Finally, some global financial governance development strategy and possible policy solutions are discussed as well.

文摘Determining the travel intention of residents with shared electric vehicles(EVs)is significant for promoting the development of low-carbon transportation,considering that common problems such as high idle rate and lack of attractiveness still exist.To this end,a structural equation model(SEM)based on the theory of multiple motivations is proposed in this paper.First,the influencing motivations for EV sharing are divided into three categories:consumer-driven,program-driven,and enterprise-driven motivations.Then,the intentions of residents in Shanghai to travel with shared EVs are obtained through a survey questionnaire.Finally,an SEM is constructed to analyze quantitatively the impact of different motivations on the travel intention.The results show that consumer-driven motivations with impact weights from 0.14 to 0.63 have the overwhelming impact on travel intention,compared to program-driven motivations with impact weights from−0.14 to 0.15 and enterprise-driven motivations with impact weights from 0.02 to 0.06.In terms of consumer-driven motivations,the weight of green travel awareness is the highest.The implications of these results on the policy to enable large-scale implementation of shared EVs are discussed from the perspectives of the resident,enterprise,and government.

文摘With the profound changes taking place in the international power structure and the accelerated changes occurring in the world that have not been seen in a century,the discord between China and the United States(US)in the realm of global governance is becoming increasingly prominent.Moreover,the raging COVID-19 pandemic has aggravated the divergences between the two countries in terms of global governance strategy.Since the end of World War II,although the diplomatic strategies of the US and their implementation have varied from administration to administration,such strategies have generally been defined by the US desire for hegemony in global governance.China’s engagement in global governance,by contrast,has undergone twists and turns,and its strategies and policies have kept pace with the times,which has gradually led to a global governance strategy that highlights extensive consultation,joint contribution,and shared benefits.The divergences between China and the US in terms of global governance strategy are embodied in governance values,areas,and approaches,relations among governance entities,and balance between national and global governance,which have resulted mainly from the two countries’different cultural backgrounds,historical traditions,realistic goals,and national strength.In the context of intensifying competition among major countries today,these strategic divergences between China and the US have exerted a profound impact on global governance cooperation and the reform of the global governance system,and exacerbated the fragmentation of global governance and the competition over leadership.Therefore,a comparison of the global governance strategies pursued by China and the US will help enhance mutual understanding,avoid confrontation and conflict,properly manage disagreements,and promote a healthy and stable development of bilateral relations between China and the US.

文摘The Arctic is a region of major significance in the Earth system,particularly important for global climate and international maritime governance.As human activity,relying on manufactured equipment,steadily increases in the Arctic,technological innovations for marine equipment must support the gradually more stringent requirements for future Arctic governance.In this review,four categories of innovations are analyzed,namely:innovations driven by traditional thinking,innovations for environmental protection,innovations for practical application,and innovations for observing information systems.Two examples of international regulations,the Polar Code(adopted in 2014)and the International Standard for Arctic offshore structures of the International Organization for Standardization(ISO 19906,first published in 2010),are selected to illustrate successful international cooperation efforts for Arctic marine innovation.This work provides a basis for discussion on technology development,governance efficiency,and international cooperation in the Arctic.

文摘The state-owned enterprises(SOEs) reform in China has plunged into the most urgent stage, and more than 20 years' market-oriented reform of SOEs in China seems to have no enough economic efficiency. This paper discusses some issues concerning corporate governance reform of SOEs in China. In section A, we first analyze the current situation and major issues in corporate governance reform of SOEs in China. In Section B, we discuss how to further reform SOEs' corporate governance in China. Final section discusses the possible model of China's corporate governance.
文摘In order to promote the sound development of circular economy,strengthen the construction of ecological environment,and deal with the negative environmental externalities caused by the transboundary inflow of solid waste(TISW),China has been gradually tightened up the supervision of TISW.In recent years,although TISW in China has slowed down,the‘hidden’inflow is still relatively prominent by our comparison of the data between the major outflow countries/regions and that of China.Based on China’s institutional environment and evolution path,this study has identified the government as the main body of the TISW governance in China,and the classified supervision of TISW as its basis,with relevant government departments being empowered and coordinated by the law to constantly optimize the governance procedures by promoting the pre-entry checking,port supervising and the self-disciplined compliance of stakeholders.Based on the gravity model and the unbalanced short panel data of 41 kinds of TISW with 6-digit HS coding from 12 major outflow countries/regions in the period of 2012-2017,this empirical analysis by the two-way fixed effect static panel data model and the GMM dynamic panel data model respectively shows that the governance from the Chinese government has a significant impact on the reduction of the volume of TISW.Besides,the significant positive coefficient of GDP also shows that China’s economic growth results in a certain demand for recyclable solid waste,but the variables of TISW catalogue adjustment and international cooperation are not significant.Therefore,in order to further enhance the efficiency of TISW governance,it is suggested that:①The classified supervision of TISW should be up-graded and the identification standards and procedures of TISW should also be scientifically optimized by the cooperation of relevant functional departments.②The TISW governance system at China Customs should be continuously improved by focusing on the pre-and post-entry checking and credit management of stakeholders.③Multi-channel international cooperation and information exchange should be promoted to achieve timely risk prevention and more effective post-entry supervision.

文摘It is generally believed in academia that there are two theoretical explanations of tunneling and financing advantage for the creation of pyramidal structure. However, there is no definitive conclusion on which explanation holds sway. Based on non-equilibrium panel data of seven years between 2004 and 2010, this empirical study uses the product market competition variables of "inter-sector competition" and "intra-sector competition" and the hierarchy and complexity of pyramidal structure, examines the correlation between pyramidal structure of Chinese private manufacturing listed firms and product market competition and patterns of change, and reveals the major causes of pyramidal structure. Empirical result indicates that, for Chinese private manufacturing listed companies, there is a significant negative correlation between product market competition and the hierarchy and complexity of pyramidal structure, which indicates that the creation of pyramidal structure has a preference on tunneling by controlling shareholders. On the basis of further considerations on corporate tunneling and financing restraint categorization, high-tunneling firms and firms with low financing restraint demonstrate significant tunneling motivations; low-tunneling firms and firms with high financing restraint demonstrate significant effect of financing advantage, which further testifies both theoretical explanations for the creation of pyramidal structure. Conclusions of these studies have not only enriched and supplemented relevant studies on the root causes for the creation of pyramidal structure by Chinese private business groups, but provide practical support for firms to make correct and effective use of pyramidal structure as well.

文摘In order to fulfill the SDG(Sustainable Development Goal)6.2 of the UN Agenda 2030 for sustainable developments,one needs to re-consider the wastewater management systems.In traditional approaches,sludge management plays a subordinate role in planning and designing wastewater systems since it is considered to be physically and conceptually at the end of the water cycle train.However,this does not take into account that the selection of the most appropriate treatment sequence for the wastewater treatment plants is strongly driven by the final reuse/disposal option(s)available in the specific local situation and consistent with it.Therefore,a re-conceptualization becomes necessary to put sludge management in a driving position of the water cycle train.This includes“technical”aspects and“institutional and governance”ones,which shall comply with general“basic principles”and fall within well defined“boundary conditions”.This paper discusses aforementioned items,paying greater attention to institutional and governance aspects.
