This paper addresses the change of the river-lake relationship in the Huai River and its causes due to environmental change and human activities. A preliminary analysis is made from three aspects: (1) the natural geographical change particularly captured by the Yellow River, (2) water conservancy project construction, and (3) socioeconomic development in the Huai River Basin. Key problems of changes in this river-lake relationship and the Huai River flood control are tackled, involving flood control and disaster alleviation ability of the Basin, engineering and non-engineering measurements applied to flood control and disaster mitigation, and water governance for adaptive management. Research shows that the Huai River is a rather complex one due to its complex geography with a hybrid wet and dry climate zoon, and higher population density. With the alternation of the river-lake relationship and socioeconomic development in the region, new problems keep arising, imposing new requirements on its sustainable water management. Thus, understanding the Huai River is a long and gradually improving process. Its future planning should keep absorbing new achievements of science and technology development, employing new technologies and methods, and gradually deepening our understanding of its fundamental principles. Water governance and adaptive water management will be new challenges and opportunities for the Basin in its river system change and flood control. 展开更多

One of the most vulnerable parts to natural hazards in Serbia is Kolubara river basin. In the past, during the period from 1929 to 2013, 121 torrential flood events in the Kolubara river basin were recorded which show that this territory is extremely vulnerable to the torrential floods. The extreme event which occurred in May 2014 causing the catastrophic material damages and casualties was the latest and historical flood. The analysis of natural conditions in the Kolubara basin uniformly showed that this area is predisposed to a greater number of torrential floods due to its geomorphological, hydrological and land use properties. Torrential floods are closely related to the intensity and spatial distribution of erosive processes in the upper part of the Kolubara basin. The estimation of soil erosion potential is generally achieved by Erosion Potential Model(EPM). For the purposes of determining the degree of torrential properties in various water streams in the Kolubara basin, the calculation ofsusceptibility to torrential floods was assessed by Flash Flood Potential Index(FFPI). More than half of the basin area(57.2%) is located within the category of very weak and weak erosion(Z_(sr) = 0.35), but the category of medium erosion is geospatially very common. Such a distribution of medium erosion category provides conditions for generating, i.e. production of sediment which would boost torrential properties of water streams. After the classification of the obtained FFPI values it was determined that 25% of the Kolubara basin is very susceptible to torrents and this data should be seriously taken into consideration. Based on the analyses, the best and most successful manner of defence is prevention which consists of the integrated river basin management system(integrated torrent control system) so that technical works in hydrographic networks of torrents and biological and biotechnical works on the slope of the basin would be the best solution. Permanent control of erosive and torrential processes in the river basin will be not only important for flood control but it can also protect the existing and future water reservoirs and retentions fromsiltation with erosion sediment which is of great significance to the water management, agriculture, energy sector, and the entire society. 展开更多

极端天气条件下中小河流洪水特点及防御

中小河流承载着国家水安全、乡村振兴、区域协调与可持续发展等多重战略使命。我国流域面积在200~3000 km^(2)之间的中小河流达11169条,总流域面积占国土面积的61.4%,沿线分布着1447座县级及以上城市、4.94亿人口、4.1亿亩(1亩=1/15 hm^... 中小河流承载着国家水安全、乡村振兴、区域协调与可持续发展等多重战略使命。我国流域面积在200~3000 km^(2)之间的中小河流达11169条,总流域面积占国土面积的61.4%,沿线分布着1447座县级及以上城市、4.94亿人口、4.1亿亩(1亩=1/15 hm^(2),下同)耕地、3亿亩基本农田。近年,在极端暴雨事件多发频发背景下,中小河流洪水突发性、异常性、不确定性、致灾性更加突出,其造成的死亡人数占洪涝灾害死亡人数的20%左右,是目前水旱灾害防御的重点难点。本文系统分析2025年中小河流极端暴雨多发频发、洪水点多面广、超标准洪水频发、突发性和致灾性强的特点,深入剖析当前中小河流洪水防御在工程体系、监测体系、预报预警、工程调度及河道管理方面存在的问题与不足,按照中小河流系统治理思路,从完善中小河流防洪工程体系、雨水情监测预报体系、洪水灾害防御工作体系,以及强化风险管控、加强机理研究等方面,提出针对性措施建议,为新时代中小河流洪水防御工作提供参考。 展开更多

长江中下游干流洲滩民垸运用分类指标体系研究

长江中下游洲滩民垸是长江防洪减灾体系的重要组成,发挥扩大河道行蓄洪能力、保障重点地区防洪安全的重要作用。当前洲滩民垸在调度运用中面临启用决策难、运用时机难把握等突出问题,已成为流域防洪体系中的短板。为实现洲滩民垸的精细... 长江中下游洲滩民垸是长江防洪减灾体系的重要组成,发挥扩大河道行蓄洪能力、保障重点地区防洪安全的重要作用。当前洲滩民垸在调度运用中面临启用决策难、运用时机难把握等突出问题,已成为流域防洪体系中的短板。为实现洲滩民垸的精细化调度,以长江中下游干流洲滩民垸为研究对象,构建了一个包含防洪能力、规划属性、经济社会影响3个维度的递阶层次分类指标体系,涵盖堤防欠高、城市总体规划关系、平垸行洪规划关系、常住人口、重点保护区域、耕地面积和GDP等,分河段对洲滩民垸进行运用分类,细化各河段洲滩民垸启用次序。分类结果显示:长江中下游干流洲滩民垸分为4类,其中第一类洲滩民垸人口和GDP均较低,最先启用;第二类数量最多,可提供较大的蓄洪容积;第三类蓄洪容积最大,人口最多;第四类GDP总量较高,最后启用。以城陵矶河段洲滩民垸为例,分析了该分类指标体系的合理性及分类运用的防洪效果,其分类结果与实际防洪需求和经济社会特征高度吻合,且分类调度方案整体防洪效果提升显著。结果表明,提出的洲滩民垸运用分类指标体系具有较强的科学性与实用性,创新之处在于将规划属性、经济社会影响与防洪能力系统整合,实现了从“单一防洪导向”向“防洪-发展协同”的调度理念转变,可为洪水调度方案的编制与实际防汛会商决策提供支撑。 展开更多

近年来洪水引发的中小河流堤防溃决等洪水灾害风险问题凸显,因此进行溃堤洪水风险分析对于加强中小河流的洪水管理及减少溃堤洪水带来的损失具有十分重要的意义。以江西省罗塘河为例,借助MIKE软件中的MIKE 11、MIKE 21及其耦合模块对罗... 近年来洪水引发的中小河流堤防溃决等洪水灾害风险问题凸显,因此进行溃堤洪水风险分析对于加强中小河流的洪水管理及减少溃堤洪水带来的损失具有十分重要的意义。以江西省罗塘河为例,借助MIKE软件中的MIKE 11、MIKE 21及其耦合模块对罗塘河遭遇10a一遇及20a一遇洪水进行溃堤洪水演进模拟。然后依据灾害系统理论从洪水的危险性和易损性两方面选择淹没水深、淹没流速、淹没历时等7个指标构建溃堤洪水风险评价指标体系。最后利用GIS技术与层次分析法对罗塘河洪水风险进行了评价。结果表明:洪水危险区面积为0.19 km 2,占研究区总面积的2.18%,主要分布在地势低洼的富港地区;重灾区和中灾区面积为1.25 km 2,占研究区总面积的14.37%,主要分布在重文和蒋元乐家;安全区为研究区域内洪水没有到达并且地物覆盖价值较低的地区,包括游家店、下胡、大塘杨家和马山等处。研究成果可为中小河流防洪规划、避洪转移等提供参考依据。 展开更多

2023年7月,海河流域发生新中国成立以来最大暴雨,从而引发山洪,参与泄洪的大部分水闸出现漏水问题。以三家店拦河闸“23·7”后出现漏水问题处理为例进行研究,通过全程启闭试验、闸门及其附件外观检查,分析出导致闸门漏水的原因主... 2023年7月,海河流域发生新中国成立以来最大暴雨,从而引发山洪,参与泄洪的大部分水闸出现漏水问题。以三家店拦河闸“23·7”后出现漏水问题处理为例进行研究,通过全程启闭试验、闸门及其附件外观检查,分析出导致闸门漏水的原因主要为闸门结构、水闸老化、洪水中漂浮撞击、启闭频繁等6个方面的原因,通过采用水火校正法复原变形闸门面板,更换止水,防腐处理,更换、维修自动化设备等措施进行处理,解决了闸门漏水问题。工程中应用了水火校正结合锤击矫正闸门变形的新工艺,同时提出优化水流调度、完善泄洪方案、规范提闸操作、创新设施安装工艺等减少闸门漏水的有效建议,为类似闸门处理漏水问题提供借鉴。 展开更多

北江流域防洪联合调度平台应用与实践

Overview of flooding damages and its destructions: a case study of Zonguldak-Bartin basin in Turkey

A number of devastating flood events have oc-curred in the various river basins of Turkey in the last decade. Because floods caused deaths, suffering and extensive damages to both public and private properties in the flood areas, the government had to most of the damage in addi-tion to losing significant revenues due to the consequences of costly social and economic disruption. On the other hand, some social structures such as socioeconomic activities, land-use patterns and hydro-morphological processes are destroyed. Whereas flood control structures are considered as one of the basic strategies that can reduce flood damages and in this context flood protection planning should consider the full range of the hazard mitigation activities. In Turkey, between 1945 and 1990, 737 flooding events were occurred and at least 830 people were killed. In 1998, there was a major flooding in Zonguldak-Bartin region located on north of Turkey. Due to this devastated flooding, people lost their life and numbers of engineer-ing structures built on the river and surrounding area were totally destroyed or heavily damaged. Both side of the canal were covered with muddy soil having 0.10-0.15 m thickness. Cleaning up process took sometimes in the region. In this paper, all these subjects have been investigated in the basin and some engineering proposals have been presented. 展开更多

为适配新时代经济社会高质量发展对防洪保安的需求,明确长江流域防洪体系现状与短板,为后续防洪体系建设优化及实时防洪策略制定提供依据,系统梳理了堤防、水库、河道整治、蓄滞洪区、洲滩民垸等长江流域现状防洪工程体系,以及水文站网... 为适配新时代经济社会高质量发展对防洪保安的需求,明确长江流域防洪体系现状与短板,为后续防洪体系建设优化及实时防洪策略制定提供依据,系统梳理了堤防、水库、河道整治、蓄滞洪区、洲滩民垸等长江流域现状防洪工程体系,以及水文站网、水文监测、洪水预报、洪水调度、法律法规等非工程体系,阐述了长江干流、主要支流及主要城市的防洪能力,并从防洪工程短板、水情监测预报体系不足、防洪管理薄弱等方面,剖析了现状防洪体系与需求的差距。研究明确长江流域已形成“以堤防为基础、三峡工程为骨干,其他干支流水库、蓄滞洪区、河道整治相配合”的防洪工程体系,以及“监测-预报-预警-调度-法规”协同的非工程体系,不同区域防洪能力实现差异化提升。同时,识别出支流堤防总体基础薄弱、蓄滞洪区建设滞后、局部河势不稳定、洪水预报水平不能完全满足需求、水库防洪调度科学化水平需增强等核心问题,最终从持续推进防洪工程建设,如优先完成重要蓄滞洪区建设、推进重点堤防护岸达标等;完善非工程措施,如构建一体化感知网、提升预报精度与决策智能化水平等;优化超标准洪水应对策略,如挖潜河道泄洪能力、适度水库超蓄等方面提出建议。研究成果可为构建适应新时代高质量发展的长江防洪体系、全面提升防洪保安能力提供方向。 展开更多

Flood control of the Yangtze River is an important part of China’s national water security.In July 2020,due to continuous heavy rainfall,the water levels along the middle-lower reaches of the Yangtze River and major lakes constantly exceeded the warning levels,in which Taihu Lake exceeded its highest safety water level and some stations of Poyang Lake reached their highest water levels in its history.In August 2020,another huge flood occurred in the Minjiang River and the Jialing River in the upper Yangtze River,and some areas of Chongqing Municipality and other cities along the rivers were inundated,resulting in great pressure on flood control and high disaster losses.The 2020 Yangtze River flood has received extensive media coverage and raised concerns on the roles of the Three Gorges Dam and other large reservoirs in flood control.Here we analyze the changes in the pattern of the Yangtze River flood control by comparing the strategies to tackle the three heavy floods occurring in 1954,1998,and 2020.We propose that the overall strategy of the Yangtze River flood control in the new era should adhere to the principle of"Integration of storage and drainage over the entire Yangtze River Basin,with draining floods downstream as the first priority"by using both engineering and non-engineering measures.On the basis of embankments,the engineering measures should use the Three Gorges Dam and other large reservoirs as the major regulatory means,promote the construction of key flood detention areas,keep the floodways clear,and maintain the ecosystem services of wetlands and shoals.In terms of non-engineering measures,we should strengthen adaptive flood risk management under climate change,standardize the use of lands in flood detention areas,give space to floods,and promote the implementation of flood risk maps and flood insurance policies.The ultimate goal of this new flood control system is to enhance the adaptability to frequent floods and increase the resilience to extreme flood disasters. 展开更多

针对海河“23·7”流域性特大洪水中暴露出的天津市防汛调度信息化建设存在的不足和问题,结合天津市防洪调度、应急水量调度、雨洪资源利用调度等工作实际需要,提出了提升天津市防洪调度应急指挥平台项目建设方案。补充建设了重点... 针对海河“23·7”流域性特大洪水中暴露出的天津市防汛调度信息化建设存在的不足和问题,结合天津市防洪调度、应急水量调度、雨洪资源利用调度等工作实际需要,提出了提升天津市防洪调度应急指挥平台项目建设方案。补充建设了重点区域监测感知体系,研究了防洪调度数据底板、知识库、模型库、数字孪生场景的构建方法与技术路线,开发了基于防洪调度“四预”、应急水量调度、雨洪资源利用调度系统及防洪移动应用,初步实现防洪调度与水资源调度相结合的应急指挥体系。综述防洪调度应急指挥平台的应用实践:在应对台风“格美”期间,利用平台预测了蓟运河系、大清河系未来10天的洪水过程,以及城区局部低洼区域存在不同程度内涝积水风险,为天津市防汛工作提供了专业的洪水预报及调度建议;2024年杨庄水库面对建库以来最大洪水,采用平台水文预报模型对杨庄水库泄洪过程进行复盘分析,有力支撑水库运行调度;针对天津市“8·25”暴雨洪涝进行复盘分析,对23处最大水深大于0.15 m的积水监测站给出了相应积水缘由及建议解决途径,为天津市中心城区的内涝预警提供了有效的技术支撑。 展开更多
