Since reform and open... After the founding of the People’s Republic of China, the Chinese people have been struggling against poverty amid national development under the leadership of the Communist Party of China(CPC). Since reform and opening up, in particular, China has planned for and organized development-oriented poverty reduction practices on a broad scale with remarkable achievements and blazed a new path of development-oriented poverty reduction with Chinese characteristics. This path is both an essential component of Chinese socialism and a result of the CPC’s ideological improvement on poverty reduction. Since the 18 th CPC National Congress in 2012, the whole Party, country, and society have been called upon to fight the battle against poverty on a full-scale under the guidance of General Secretary Xi Jinping’s important statements on poverty reduction, unveiling a new stage for China’s development-oriented poverty reduction in the new era. China’s unprecedented poverty reduction achievements have enriched the path of poverty reduction with Chinese characteristics. Xi Jinping’s insightful and coherent statements on poverty reduction represent the latest results of Marxist anti-poverty theories and comprise an essential part of Xi Jinping Thought on Socialism with Chinese Characteristics for the New Era. His guidelines are the basis for the brilliant achievements of China’s poverty reduction endeavors, and will contribute Chinese experience and wisdom to global poverty governance. 展开更多

In this paper,the quadratic polynomial and cubic polynomial functions were applied to analyze the environmental Kuznets curve(EKC)of carbon emissions in Hebei Province.The improved STIRPAT model was also applied to assess the driving factors and reduction paths for carbon emissions in Hebei Province.The results lead to three main conclusions.Firstly,carbon emissions and economic growth in Hebei Province are in a positive correlation stage which has not formed the EKC curve,and the“decoupling”stage between carbon emissions and economic growth has not arrived yet.Secondly,the industrial structure,per capita GDP,fixed assets investment,population size and urbanization rate account for the highest proportion of carbon emissions.Carbon emissions can be reduced greatly by changing the energy structure,in which the proportion of coal is decreased year by year.Environmental regulation also has an obvious effect on the reduction of carbon emissions.Thirdly,it is suggested that the reduction of carbon emissions in Hebei Province should focus on four tasks:controlling the development of heavy industry,avoiding overcapacity,optimizing the industrial structure and accelerating the development of clean energy. 展开更多

How to determine reduction strategy between cohesion(c)and internal friction angle(ϕ)is crucial for slope stability evaluation using the dual-strength reduction method(DSRM).Given that the slope sliding evolution is recognized as a dynamically mechanical system,interaction between sliding mass and sliding bed is governed by minimization of the action,which is consistent with minimum factor of safety of Pan's Extremum Principle.This study introduces an improved dual-strength reduction method by using Hill Climbing Algorithm to determine reduction strategy for the dual-strength parameters.Through employing this approach to analyze the stability of an embankment slope under unsaturated steady seepage,the reduction path of dual-strength parameters is obtained.It is found that the internal friction angle degrades preferentially during the transition from stable state to critical state,followed by the cohesion degradation.The results are in agreement with the rate-and-state friction law.Pore water pressure can reduce frictional resistance,leading to greater degradation of friction angle at critical state.Conversely,the water-rock softening effect can lead to a smaller reduction in the friction angle than in cohesion.This method can provide a new insight into developing dual-strength parameters reduction strategy for the slope stability analysis. 展开更多
