The aim of this paper is to review previous works on the performance appraisal of Nigerian government-owned refineries. The review has been done in a general sense, covering appraisal works by engineers, scientists, management experts, economists, sociologists and even historians. The outcome indicates that while there seems to be several works directly and/or indirectly assessing the performance of the refineries in a general sense, there is a dearth of such in the specific area of energy consumption. There also appears to be no single one appraising energy utilisation of all the refineries at the same time in the open literature. This is in spite of the fact that refining processes are energy intensive. Despite popularisation of exergy analysis as a veritable tool, the only energy utilisation appraisal within our reach which was carried out on just one of the refineries has not been done exergetically. However, the work still reveals, within the limitations of 1st Law energy analysis that the energy consumption patterns are below international benchmarks in the oil and gas industry. Some suggestions have also been offered to take care of the energy efficiency challenges in these refineries. These include plant to plant analyses of energy utilisation patterns in the four refineries, periodical determination of GHG emission levels in the refineries using current international best practices as benchmarks, use of exergy analysis to check avoidable energy wastage in the refining processes, shifting refinery fuelling pattern in favour of low carbon content fuels like natural gas and ensuring regular turnaround maintenance of the system. 展开更多

Background: The health services are facing many new challenges, including a growing number of elderly patients, and an increasing use of technology in the work place. These challenges might require flexible and reflective conversations with the employees. Aim: This study examines whether some performance appraisals (PAs) are more efficient and more effective than others. The study also shows how some performance appraisals are more suitable for home care and nursing homes in municipal health services. Methods: Two datasets are used: 1) a questionnaire was distributed to a representative sample of 600 health personnel in Norway;and 2) a questionnaire was distributed to a representative sample of 60 employees (test-group: 10 groups;control-group: 30 employees), in pre-test, post-test 1 and post-test 2. SPSS. Findings: Managers are the only ones who receive training in PA techniques (factory perspective). Nurses versus auxiliary nurses experience more frequent dyadic relationships and exchanges in PAs (family perspective). PAs for employees from nursing homes are fairer than those administered to home care employees (jungle perspective). In organizations closest to carnival perspectives, employees participating in group-PAs are more active in the conversations than employees who have individual conversations in PAs. Conclusions: Health personnel involved in PAs experience different effects of the conversational, and employees working as a member of a team in the organization need to experience a high quality of relationships (family), justice (jungle), and participation in group-conversation (carnival) during performance appraisals. 展开更多

Objective To develop a quality appraisal tool for case reports in traditional Chinese medicine(TCM)based on their characteristics.Methods An extensive literature search was conducted in Chinese Biomedical Literature Database(CBM),China National Knowledge Infrastructure(CNKI),and China Science and Technology Journal Database(CSTJ),focusing on expert consensus statements and check-lists for TCM case reports.Relevant items were extracted,and a Delphi method involving 34 experts was used in two rounds to rate each item on a 5-point Likert scale.Items were screened based on measures of central tendency and coordination(including total score,mean score,percentage of items rated as unimportant,and coefficient of variation).The weighted average method was used to determine item weights and construct the appraisal tool.Internal consistency was assessed using Cronbach’sαcoefficient.The finalized tool was pilot-tested by two reviewers independently appraising 20 case reports,with an additional four reviewers evaluating 5 of these cases to compare inter-rater consistency.Results A total of 9513 articles were retrieved,and 96 items from 25 articles were extracted.After two rounds of the Delphi method,27 items across 10 domains were retained.The Cron-bach’sαcoefficient was 0.72 in the first round(acceptable range),and 0.96 in the second round,indicating strong internal consistency.The tool was piloted by six reviewers,achieving a kappa value of 0.663 and a Kendall’s coefficient of concordance of 0.845,demonstrating high consistency among reviewers.Conclusion The developed TCM case report quality appraisal tool,consisting of 27 items in 10 domains,offers a scientific and reliable means of assessing the quality of TCM case reports.The tool showed high consistency and practical utility,and its application is expected to en-hance the standardization,scientific rigor,and evidence quality of TCM case reports,facilitat-ing the integration of traditional medical knowledge with modern evidence-based standards. 展开更多

Toward transparent and accurate housing price appraisal:Hedonic price models versus machine learning algorithms

The nonlinearity of hedonic datasets demands flexible automated valuation models to appraise housing prices accurately,and artificial intelligence models have been employed in mass appraisal to this end.However,they have been referred to as“blackbox”models owing to difficulties associated with interpretation.In this study,we compared the results of traditional hedonic pricing models with those of machine learning algorithms,e.g.,random forest and deep neural network models.Commonly implemented measures,e.g.,Gini importance and permutation importance,provide only the magnitude of each explanatory variable’s importance,which results in ambiguous interpretability.To address this issue,we employed the SHapley Additive exPlanation(SHAP)method and explored its effectiveness through comparisons with traditionally explainable measures in hedonic pricing models.The results demonstrated that(1)the random forest model with the SHAP method could be a reliable instrument for appraising housing prices with high accuracy and sufficient interpretability,(2)the interpretable results retrieved from the SHAP method can be consolidated by the support of statistical evidence,and(3)housing characteristics and local amenities are primary contributors in property valuation,which is consistent with the findings of previous studies.Thus,our novel methodological framework and robust findings provide informative insights into the use of machine learning methods in property valuation based on the comparative analysis. 展开更多

目的:识别公立医院DRG绩效考核影响因素相互关联与作用机制,以推动公立医院高质量发展。方法:基于公立医院DRG绩效指标体系,应用DEMATEL方法获取影响矩阵并测算原因度、中心度等指标;结合ISM模型构建DRG绩效考核影响因素的递阶结构,进... 目的:识别公立医院DRG绩效考核影响因素相互关联与作用机制,以推动公立医院高质量发展。方法:基于公立医院DRG绩效指标体系,应用DEMATEL方法获取影响矩阵并测算原因度、中心度等指标;结合ISM模型构建DRG绩效考核影响因素的递阶结构,进而揭示因素之间的作用关系及影响机制。结果:CMI在DRG绩效考核中具有最高中心度;博士人员比例、论文专著数和市级以上课题数是主要驱动因素;患者满意度、低风险组死亡率是关键结果因素,依赖于其他因素。系统结构呈现5层递阶特征,即“人才驱动-技术支撑-持续运营-效率提升-质量安全改善”的传导路径。结论:人才建设是公立医院DRG绩效考核工作的根基,服务能力与效率是枢纽,患者体验与质量安全是目标,应完善人才培养机制,发展医疗新技术,提高专业能力,以提升服务效率与质量,增强患者就医幸福感。 展开更多

神经网络机器翻译显著提升了跨语言转换的效率与规模,却在科技理性加持下易造成客观公正的语言赝象。本研究以评价理论为指导,以中美科技博弈的新闻报道为源语材料,选取ChatGPT、谷歌翻译、文心一言、百度翻译的译本为被试对象,探赜神... 神经网络机器翻译显著提升了跨语言转换的效率与规模,却在科技理性加持下易造成客观公正的语言赝象。本研究以评价理论为指导,以中美科技博弈的新闻报道为源语材料,选取ChatGPT、谷歌翻译、文心一言、百度翻译的译本为被试对象,探赜神经网络机器翻译的意识形态表征,并从人工智能对齐角度推导AI翻译实践应遵循的科技伦理准则。研究发现,四版译文的评价资源数量与原文相比无显著差异,翻译对等情况以百度翻译与谷歌翻译最高且相近,文心一言次之,ChatGPT最低;ChatGPT与谷歌翻译呈现“抑中扬西、蔽中现西”的意识形态操纵性,文心一言与百度翻译则遵循“尊重事实,还原本真”的翻译立场;ChatGPT与谷歌翻译主要通过降低语义丰富度及省译策略操纵意识形态,另两个产品不介入原文价值立场。本文进而强调AI翻译实践中人工智能遵循的科技伦理准则应涵盖个人、组织、国家三个层级。 展开更多

关于司法鉴定中专门性问题的范围,在立法授权、权责分配和现实条件三个维度都存在一定的争议或难点。在立法授权方面,立法并未将鉴定中的专门性问题限于“四大类”,而是肯定了“其他类”鉴定同样属于鉴定。因而,对鉴定中专门性问题的范... 关于司法鉴定中专门性问题的范围,在立法授权、权责分配和现实条件三个维度都存在一定的争议或难点。在立法授权方面,立法并未将鉴定中的专门性问题限于“四大类”,而是肯定了“其他类”鉴定同样属于鉴定。因而,对鉴定中专门性问题的范围须作实质判断:从鉴定人与法官之间的权责分配角度,鉴定中的专门性问题应当包括案件中所有依照常人感官无法认知、依照一般常识无法判断的技术性事实问题,以及获得立法、司法解释特别授权,可由社会机构、行政机关在诉讼中作出评断的规范性事实问题。在此基础上,这些事实问题还须具备能够实施鉴定的现实条件,才能成为鉴定的对象。这要求对其实施鉴定既需要具备成熟可靠的科学技术条件,也不得有损实体公正、程序正义、诉讼效率等诉讼价值。 展开更多

监察机关资金分析工作是指监察调查人员对银行流水等资金数据进行分析得出线索、发现案件事实的重要调查活动。当前,该工作的开展依赖外部委托鉴定,但该模式成果转化受限、鉴定效率有待提升、证据合法性有待加强。技术的发展催生了新型... 监察机关资金分析工作是指监察调查人员对银行流水等资金数据进行分析得出线索、发现案件事实的重要调查活动。当前,该工作的开展依赖外部委托鉴定,但该模式成果转化受限、鉴定效率有待提升、证据合法性有待加强。技术的发展催生了新型腐败和隐性腐败,涉案资金呈现数额大、技术化、隐蔽性强的特征,基于监察机关独立调查权和调查案件的特殊需求,重构监察机关资金分析工作模式,构建自主分析模式势在必行。监察机关在利用大数据平台实现数字监督过程中积累了丰富经验,公安机关“资金分析成果证据转化”的成功经验也为此构建提供了制度蓝本。因此,监察机关应以实现资金分析成果证据转化为鉴定意见作为改革目标,设立监察机关内部资金分析鉴定机构;坚持鉴定独立的原则,规范资金分析鉴定全过程;为推动资金分析鉴定意见的转化和采信,应培养复合型监察资金分析人才,提高算法模型的场景适配性和可验证性;加强与公安机关、金融机构在数据获取时的协作,通过明确证据标准和强化内部审查,完善与检察机关在证据衔接上的配合。 展开更多

民事诉讼鉴定意见的自行撤销——基于《民事证据规定》第四十二条的思考

我国于2019年修改《最高人民法院关于民事诉讼证据的若干规定》,在第四十二条中首次回应“鉴定意见自行撤销”的问题。但该法条规定十分单薄,无法对司法实践部门的工作进行有效的指导,亦无法消弭学者对于鉴定意见是否可以自行撤销的争... 我国于2019年修改《最高人民法院关于民事诉讼证据的若干规定》,在第四十二条中首次回应“鉴定意见自行撤销”的问题。但该法条规定十分单薄,无法对司法实践部门的工作进行有效的指导,亦无法消弭学者对于鉴定意见是否可以自行撤销的争议。基于此,在鉴定意见的取舍问题上应严格遵照证据规则进行审查判断,将鉴定意见自行撤销行为的性质界定在原则上自始无效的范畴,对鉴定意见撤销问题进行以“不撤销为原则,撤销为例外”的规制。同时,现阶段法律法规要对允许撤销鉴定意见的情形进行规范,完善鉴定意见撤销后的法律后果,为实践中法院处理鉴定人撤销鉴定意见情形提供完善的程序解决路径,使鉴定意见自行撤销问题能在实践发展中逐渐成熟并回归到证据规则的领域。 展开更多

[Objective] The aim was to study wheat salt resistance appraisal indicators under the condition of saline water irrigation.[Method] A trial was conducted with five varieties irrigated with saline water at 1,2,4,6,and 8 g/L during 2009-2010 and 2010-2011 in the research station of Dry-land Farming Institute of Hebei Academy of Agricultural and Forestry Sciences.With standardized indicators for measuring treatment,the response relations among different salt stress levels and winter wheat growth index were analyzed in this study.[Result] Under the condition of different salinity of irrigation,relative plant height after jointing stage,relative leaf area index,relative dry matter weight,relative ear number per unit area showed significant differences among treatments and yield showed significant correlation,which can be taken as salt-resistance examination index of wheat.[Conclusion] The results showed that the relative height after jointing stage was recommended as the most practical salt-tolerance appraisal indices,because it was easy to be observed and sensitive to salt stress. 展开更多

数字化转型浪潮下,组织日益依赖员工的主动变革行为以实现可持续发展。然而,如何有效引导员工积极变革,成为当前管理实践面临的重要挑战。作为顺应数字化时代而兴起的新型领导方式,数字化领导被视为推动员工主动变革行为的重要驱动力,... 数字化转型浪潮下,组织日益依赖员工的主动变革行为以实现可持续发展。然而,如何有效引导员工积极变革,成为当前管理实践面临的重要挑战。作为顺应数字化时代而兴起的新型领导方式,数字化领导被视为推动员工主动变革行为的重要驱动力,但相关研究结论尚不一致。基于压力认知评价理论,通过对两家互联网科技公司开展多时点问卷调查,本文系统探讨数字化领导对员工主动变革行为的“双刃剑”影响机制,揭示挑战性评估与威胁性评估的中介作用以及学习目标导向的调节效应。研究结果表明:一方面,数字化领导会激起员工挑战性评估,增加员工主动变革行为;另一方面,数字化领导会引发员工威胁性评估,阻碍员工主动变革行为;员工学习目标导向正向调节挑战性评估在数字化领导与员工主动变革行为之间的中介作用,负向调节威胁性评估在数字化领导与员工主动变革行为之间的中介作用。研究结论有助于从辩证视角深化对数字化领导效能的理解,并为组织在数字化背景下有效引导员工主动变革行为提供理论支持与实践启示。 展开更多
