Cropland abandonment has been a widespread phenomenon in mountainous areas due to the increasing number of natural disasters and the massive migration of rural labor in the process of rapid urbanization.Land transfer ...Cropland abandonment has been a widespread phenomenon in mountainous areas due to the increasing number of natural disasters and the massive migration of rural labor in the process of rapid urbanization.Land transfer is a crucial prerequisite for ensuring food security and fostering rural revitalization.How to promote land transfer in mountainous areas remains a challenging but important task.Nevertheless,there is a dearth of research examining land transfers among farm households that specifically address mountainous regions,and the influence of grassroots governance and geographic location has not been thoroughly elucidated within this particular context.Based on 895household samples collected in Dabie Mountainous Area in China,this study employs binary and ordinal logistic regression models to provide a more comprehensive analysis on land transfers among rural households and the determinants,including the decision to transfer land,the existence of land transfer rents,the channel of land transfer,the duration of the transfer,the pre-transfer cultivation situation,and the level of satisfaction with the land transfer rent.The findings reveal that grassroots governance,geographic location,livelihood capital,and demographic factors significantly influence land transfers among rural households.Specifically,villagers'public participation positively affects land transfer participation(β=0.235,p<0.05),while the operation of village rules and regulations negatively impacts it(β=-0.296,p<0.05).Village cadre satisfaction positively influences both land transfer rent(β=0.274,p<0.05)and rent satisfaction(β=0.303,p<0.05).Improved civil relations in the village correlate with lower land transfer rent(β=-0.511,p<0.05),while a better social atmosphere is associated with higher satisfaction with transfer rent(β=0.575,p<0.01).Households at higher elevations tend to prefer government-mediated land transfers with longer durations.The distances to the township and county centers have contrasting effects on land transfer rent,but their impacts on participation in land transfer,choice of transfer channel,and duration are consistent.The study also found that different types of livelihood capital,as well as the demographic characteristics of households,significantly affect various aspects of land transfer.These empirical findings can inform policymaking to promote more efficient land transfers in mountainous region.展开更多

The problem of rural space utilization is an important manifestation of theuncoordinated relationship between land use patterns and rural development status during atransformation period. Considering the rural space utilization issue, this article seeks to analyzethe interaction mechanisms between land use transition (LUT) and rural spatial governanceand then build a rural spatial governance analysis framework based on LUT. Also, thepaper explores the internal relationship between rural spatial governance and rural vitalizationand discusses the research prospective of the interaction. The study found that: (1) Ruralspace utilization has systemic problems such as limited development space, ill-defined ownershipand poor organization, which have become important obstacles for rural development.(2) The uncoordinated relationship between LUT and RTD is an important reason for the dilemmasurrounding rural space utilization. (3) The LUT provides a basis for determining thetiming of rural spatial governance, specifying spatial governance objectives, and clarifyingrural spatial governance methods. (4) The construction of a comprehensive analysis frameworkof “matter-ownership-organization” of rural space based on the LUT has created conditionsfor the orderly promotion of rural spatial governance. Based on three datasets of the Chinese Social Survey(CSS)2013,2015,and 2017 and the National Statistical Yearbook,this study examined whether and in what ways using the Internet may or may not affect the public evalua...Based on three datasets of the Chinese Social Survey(CSS)2013,2015,and 2017 and the National Statistical Yearbook,this study examined whether and in what ways using the Internet may or may not affect the public evaluation of government environmental governance(GEG).There are three main findings.First,Internet use has a negative influence on the public evaluation of GEG.Second,there has been an urban-rural difference in terms of Internet use;especially for the rural resident,increasing their use of the Internet significantly lowered their evaluation of GEG.Third,Internet use affects GEG mainly through political trust,whilst it tends to enhance people’s perception of environmental problems;however,it has little influence on their evaluation of GEG.This finding implies that public evaluation of GEG should be viewed as an important inter-subjective dimension of GEG;especially in the Internet era,it has become increasingly necessary for the government to not only continuously improve the quality of governance by dealing with actual/practical environmental issues,but also enhance its ability to react to the public opinions online effectively and appropriately.展开更多
This paper focuses on the bridge council and free ferry services as the private organizers of public infrastructure construction in the Qing Dynasty, uncovers the legal entity ownership system and governance model wit...This paper focuses on the bridge council and free ferry services as the private organizers of public infrastructure construction in the Qing Dynasty, uncovers the legal entity ownership system and governance model with China's native origin, and reveals the attributes and characteristics of ownership by legal entities in China's traditional era. Bridge councils and free ferry services are non-profit and non-government public-interest institutions, whose members were elected by local communities. These councils were responsible for the fundraising, construction, and long-term maintenance and operation of public facilities and infrastructure at the grassroots level. They adopted open and transparent management procedures and could coordinate cross-jurisdictional affairs and mediate disputes. They possessed independent assets such as lands and fund reserves, and such exclusive legal-entity ownership received protection from the government and under the laws. Such form of legal-entity ownership provided the institutional foundation for the development of clans, temples, charitable groups, academies of classical learning, and various associations and societies. These self-organizing groups demonstrate remarkable mobilization and organizational capabilities and institutional creativity of civil society in traditional China. They served as a link between the government and communities and played a unique and active role in maintaining social order at the grassroots level.展开更多
