摘要
城市治理的重心在基层,短板也在基层。以数字技术驱动城市治理重心下移已成为共识和趋势,其作用机制可概括为技术执行的“结构—过程”整合。依托郑州市金水区“一中心五平台”的经典案例研究发现,数字技术的结构嵌入在一定程度上改变了传统政府科层制下一元化支配的等级权力结构,在优化科层权力运行机制、平衡层级职责关系的基础上破除治理重心的“移出之困”;同时,技术执行的过程嵌入,在很大程度上重塑了平台治理流程和柔化条块边界壁垒,以双重界面互动来强化条块互动密度,从而突破了治理重心下移的“承接之难”。但这一机制也面临着价值、制度、组织等维度的挑战和限度,回归以人为本的价值理念、平衡技术与科层间的张力、构建中心化的数据共享模式、实现技术赋能与隐私安全保护的同步发展构成了技术驱动城市治理重心下移的基本路径。
The crux of urban governance lies in grassroots communities,where its weaknesses are also most evident.The consensus and trend of leveraging digital technology to drive the downward shift of urban governance focus can be encapsulated by the“structure-process”integration of technological implementation.A case study of the“one center,five platforms”model in Jinshui District of Zhengzhou,reveals that the structural embedding of digital technology has partially transformed the traditional bureaucratic hierarchy’s unipolar power structure.By optimizing the functioning of bureaucratic power and balancing responsibilities across levels,it overcomes the“difficulty of shifting out”in governance focus.Meanwhile,the process embedding of technology has significantly reshaped platform governance procedures and softened inter-departmental boundaries,enhancing interaction density through dual-interface collaboration and thus addressing the“difficulty of undertaking”in the downward shift of governance focus.However,this mechanism faces challenges in value orientation,institutional frameworks,and organizational structures.Returning to a people-centered value system,balancing the tension between technological innovation and bureaucratic inertia,establishing a centralized data-sharing model,and ensuring the synchronized development of technological empowerment and privacy protection are identified as key pathways to drive the downward shift of urban governance focus through digital technology.
