The purpose of this research was to evaluate radiological safety in pediatric radiology in hospitals in the Kongo Central province of the DRC. To this end, we surveyed a convenience sample of 50 health professionals, including 10 radiologists working in the hospitals covered by the survey, to assess the practice of pediatric radiology and the degree of compliance with radiation protection principles for the safety of children and the environment. We collected radiophysical parameters to calculate entrance doses in pediatric radiology in radiology departments to determine the dosimetric level by comparison with the diagnostic reference levels of the International Commission on Radiological Protection (ICRP). All in all, we found that in Kongo Central in the DRC, many health personnel surveyed reported that more than 30% of requested radiological examinations are not justified. Also, after comparing the entrance doses produced in the surveyed departments with those of the International Commission on Radiological Protection (ICRP), a statistically significant difference was found in pediatric radiology between the average doses in five out of six surveyed departments and those of the ICRP. Therefore, almost all of the surveyed departments were found to be highly irradiating in children, while excessive X-ray irradiation in children can have significant effects due to their increased sensitivity to radiation. Among the risks are: increased cancer risks, damage to developing cells, potential genetic effects, and neurological effects. This is why support for implementing radiation protection principles is a necessity to promote the safety of patients and the environment against the harmful effects of X-rays in conventional radiology. 展开更多

On the basis of introducing characteristics of WLFZ of the Three Gorges Reservoir,current ecological environment and main problems of this area were analyzed,plant selection and configuration was elaborated as well as the implementation effect of many WLFZ protection and ecological restoration modes. A principal idea of eavironmental protection and ecological construction is put forward for the 11^th Five-Year Plan pertod: strensgthen the point treatment in key areas and set the main targets based on the idea. Yielding of Winter Triticale Varieties in Different Protection Levels in Two Sequence Systems

Five-year trials (2011-2015) were accomplished in a continuous field experiment conducted at the Production and Research Station in Balcyny. The experiment was set up on a luvisol medium soil, derived from light loam with the objective of evaluating the response of two winter triticale varieties (Pigmej and Cyrkon) to cultivation without protection (O), chemical weed control (H) and combined protection against weeds and fungi (HF). Comparisons were made in two crop sequence systems: cultivation of winter triticale varieties in a 6-field crop rotation and cultivation in a 19-23-year-long monoculture. The results showed that the plant sequence system significantly differentiated the response of winter triticale varieties to the applied levels of field protection. Significantly higher grain yield gains of the winter triticale varieties in response to the application of herbicides or herbicides with fungicides were obtained in the monoculture than in the crop rotation. In the crop rotation, a higher increase in yields induced by the applied plant protection treatments was achieved by the variety Cyrkon. In the monoculture, the response of both varieties to the herbicides applied was nearly identical, while the combined application of herbicides and fungicides raised the yields of var. Pigmej higher than those of var. Cyrkon. Overall for the plant protection levels, var. Cyrkon yielded higher than var. Pigmej by 18.1% more in the crop rotation and by 26.9% in the monoculture. At the same time, var. Cyrkon demonstrated a weaker response to being grown in the monoculture than var. Pigmej did. The average yield of the former was reduced by 21.1%, whereas the latter yielded 26.6% less grain. 展开更多

Establishment of Diagnostic Reference Levels for Childhood Head CT in the District of Abidjan in Côte d’Ivoire

Computed tomography is an indispensable X-ray imaging modality used to diagnose numerous pathologies, but it can also involve the delivery of high ionizing radiation doses harmful to the health of patients. This study aims to survey the level of radiation doses delivered to child patients during head exams in CT imaging to set up the Dosimetric Reference Levels (DRLs), a routine dose optimization tool, based on data acquired at the University Hospital of Angré (UHA), the University Hospital of Treichville (UHT) and the Polyclinic Hospital Farah (Farah) for optimizing procedures in Ivorian hospitals. Prospectively performed on 334 CT images of 186 child patients, this study was carried out on CT systems such as Hitachi Scenaria, Sinovision Insitum, and Philips Incisive used respectively at UHA, UHT and Farah. Children’s scan data were classified into four age bands: vol or dose-length product as DLP) value, whatever the hospital, increases with respect to the age of child patients. Based on the 75th percentile of the whole dose distributions, the DRLs of the CTDIvol is 54.37 mGy whatever the age groups and those of the DLP with respect to age bands are 1224.55 mGy∙cm, 1414.06 mGy∙cm, 1632.24 mGy.cm and 1544.57 mGy∙cm, respectively. The averaged values of CTDIvol and DLP smaller than the corresponding DRLs values suggest that practices in our three facilities are optimized. However, comparing our results with those from different international studies, we see that the CTDIvol and DLP values obtained in the present work are higher. These results suggest additional surveys to ensure our DRLs values and efforts from radiologists, imaging technicians and medical physicists to strengthen clinical procedures for the radiation protection of children undergoing CT scans in Côte d’Ivoire. 展开更多

目的:针对医院核心数据库灾备体系存在的实时性不足、逻辑故障恢复效率低等问题,设计基于持续数据保护(CPD)的容灾备份融合架构,解决传统双机热备方案难以满足医疗业务连续性需求的问题。方法:提出“双活-备份-演练”融合架构,通过CPD... 目的:针对医院核心数据库灾备体系存在的实时性不足、逻辑故障恢复效率低等问题,设计基于持续数据保护(CPD)的容灾备份融合架构,解决传统双机热备方案难以满足医疗业务连续性需求的问题。方法:提出“双活-备份-演练”融合架构,通过CPD的实时I/O捕获技术、FC SAN/iSCSI混合组网模式及异构数据库适配策略,构建覆盖数据零丢失、分钟级恢复与自动化演练的容灾体系。结果:医院核心数据库实现零数据丢失(RPO=0),物理故障恢复时间缩短(RTO<10 min),逻辑故障恢复时间缩短(RTO<1 min),容灾演练周期从3 d缩短至10 min以内。结论:在医院核心数据库场景下,CPD技术有效提升了数据安全性与业务连续性,其“双活-备份-演练”融合架构为同类系统提供了可复制的灾备建设范式。 展开更多

从“保基本”到“保美好”——农村多支柱养老保险的阶梯式保障效应与优化策略

在农村老龄化加剧、家庭养老功能弱化和土地保障功能退化的背景下,农村地区迫切需要加快构建多支柱养老保险体系,以破解养老困局。随着经济社会发展,农村老年人对生活的期望已不仅局限于“保基本”,而是逐步向“保美好”跃升,迫切需要... 在农村老龄化加剧、家庭养老功能弱化和土地保障功能退化的背景下,农村地区迫切需要加快构建多支柱养老保险体系,以破解养老困局。随着经济社会发展,农村老年人对生活的期望已不仅局限于“保基本”,而是逐步向“保美好”跃升,迫切需要更高层次、更可持续的养老保障。首先,本文从需求侧出发,运用扩展线性支出系统(ELES)模型,实证分析不同消费支出类别的基本消费金额、边际消费倾向和消费习惯系数,进而预测未来农村老年人在“保基本”“保美好”两个目标下的生活需求和需求替代率。其次,本文从供给侧出发,分别测算仅参加城乡居民基本养老保险、城乡居民基本养老保险与个人养老金协同、城乡居民基本养老保险转城镇职工基本养老保险等三种参保情形下各类方案的养老金水平和供给替代率。最后,本文基于养老金供需匹配原则,系统评估多支柱养老保险对农村老年人多元化生活需求的满足程度,揭示其阶梯式保障效应。研究结果表明:城乡居民基本养老保险仅能勉强实现“保基本”目标,而引入多支柱养老保险后,养老金待遇呈现清晰的阶梯式提升特征,有效支撑了从“保基本”向“保美好”的跃升。 展开更多

结合STPA和Bow-tie-LOPA的站场安全仪表系统完整性评估研究

为评估复杂场景下原油集输站场安全仪表系统(Safety Instrumented System,SIS)的安全完整性等级(Safety Integrity Level,SIL),提出基于系统理论过程分析(System Theoretic Process Analysis,STPA)和蝴蝶结(Bow-tie)模型-保护层分析(Lay... 为评估复杂场景下原油集输站场安全仪表系统(Safety Instrumented System,SIS)的安全完整性等级(Safety Integrity Level,SIL),提出基于系统理论过程分析(System Theoretic Process Analysis,STPA)和蝴蝶结(Bow-tie)模型-保护层分析(Layer of Protection Analysis,LOPA)的SIL评估方法。首先应用STPA对站场进行系统化危害辨识,其次根据STPA元素与Bow-tie模型的映射关系,构建Bow-tie-LOPA保护层评估模型,量化风险降低因子(Risk Reduction Factor,RRF)并确定目标SIL等级,最后采用马尔可夫模型验证联锁回路的完整性。以某站场储罐液位连锁系统为例进行案例分析,得出在储罐溢流场景下,财产损失和环境破坏后果RRF最大(28),液位高高联锁为SIL1,回路整体失效概率为4.95×10^(-3),满足完整性等级要求;浮盘落底场景RRF为4.4,液位低低联锁无完整性等级要求。将所提方法与传统方法比较,评估结果等级一致,但分析过程更加全面、可视化程度更高,分析结果减少了8.89%的误差。 展开更多

关于口岸出入境人员医学影像检查中人体辐射剂量控制与安全防护策略研究

本文在系统梳理国内外相关法规、标准与研究成果的基础上,分析了口岸常用的DR胸片、低剂量螺旋CT(Low-Dose Spiral Computed Tomography,LDCT)及移动X射线设备的辐射剂量水平与影响因素,提出了分层正当性管理、低剂量成像技术优化、标... 本文在系统梳理国内外相关法规、标准与研究成果的基础上,分析了口岸常用的DR胸片、低剂量螺旋CT(Low-Dose Spiral Computed Tomography,LDCT)及移动X射线设备的辐射剂量水平与影响因素,提出了分层正当性管理、低剂量成像技术优化、标准化操作流程、质量控制体系、敏感人群保护、工作人员职业防护、环境与公众安全保障等全流程一体化策略。指出全国统一的口岸诊断参考水平(Diagnostic reference leve,DRL)缺失、设备与人员水平差异及信息化管理不足是制约防护水平提升的主要瓶颈。建议由国家主管部门牵头建立口岸专用DRL并建设全国剂量监测与预警平台,推进智慧防护体系建设。未来,人工智能重建算法与光子计数CT等新技术,有望在更低剂量下实现高质量成像,推动口岸辐射防护向“以人为本”的精准化、智能化方向发展。 展开更多

双级过载保护安全阀设计及三维流场仿真研究

双级过载保护安全阀优化设计可显著提升其性能与可靠性。由于双级过载保护安全阀在运行过程中受到外界干扰因素影响较多,现有方法难以探究不同设计参数对安全阀性能的影响规律,存在优化效果不佳的问题。为此,开展双级过载保护安全阀优... 双级过载保护安全阀优化设计可显著提升其性能与可靠性。由于双级过载保护安全阀在运行过程中受到外界干扰因素影响较多,现有方法难以探究不同设计参数对安全阀性能的影响规律,存在优化效果不佳的问题。为此,开展双级过载保护安全阀优化设计及三维流场仿真研究。该方法对双级过载保护安全阀开启时与开启后的状态展开建模进行了调查,将分析结果作为依据,对安全阀参数进行改进,在Fluent软件内根据参数优化结果建立安全阀三维模型,并设置相关边界条件,与此同时对安全阀三维模型展开三维流场仿真分析。仿真结果表明,设计的双级过载保护安全阀,其一级和二级阀芯均展现出卓越的稳定性和灵敏反应。动态特性方面,一级阀芯在1.9 ms内达到压力峰值(超调21.36%),7 ms后稳定,流量呈现非线性波动;二级阀芯压力峰值时间为2.5 ms(超调18.7%),6 ms内稳定,流量在3 ms达峰值后伴随高压冲击振荡,两者均展现出高灵敏度与场景适配能力。启溢闭特性优化后,一级阀芯压力波动范围从473~511 bar降至435~458 bar,1.5 s内达稳态,启溢比压力合规;二级阀芯优化后压力整体降低且波动减弱,1.5 s后稳定,极值满足检验标准,安全阀应用效果较好。 展开更多

数字治理与企业创新活力——基于信息惠民国家试点城市的准自然实验

数字政府建设通过提升政府数字治理水平,为激发企业创新活力提供了新契机。基于数字创新生态系统理论,使用2009—2023年沪深A股上市公司数据,以信息惠民国家试点城市政策所代表的数字政府建设为切入点,检验政府在激发企业创新活力方面... 数字政府建设通过提升政府数字治理水平,为激发企业创新活力提供了新契机。基于数字创新生态系统理论,使用2009—2023年沪深A股上市公司数据,以信息惠民国家试点城市政策所代表的数字政府建设为切入点,检验政府在激发企业创新活力方面的数字治理效能。研究发现:信息惠民国家试点城市政策能够激发企业创新活力,政策效应主要通过提高知识产权保护水平和提高市场公平竞争程度两条路径实现。进一步分析发现,试点政策激发企业创新活力能够催化企业高质量创新产出,但试点政策的激发效应仅对成熟期、技术密集型、高科技行业以及中部地区企业显著。研究从数字政府建设切入,揭示了数字治理与企业创新活力之间的“黑箱”,增强了数字创新生态系统理论在中国情境下的解释度,为政府激发企业创新活力、推动新质生产力涌现提供了经验证据。 展开更多

环境保护税以制度杠杆统筹经济生态双维发展,成为驱动“双碳”战略纵深推进的核心引擎。基于2013—2022年A股上市公司数据,分析环境保护税对企业碳排放的影响,并构建了双向固定效应模型、中介效应模型进行检验。研究发现,环境保护税可... 环境保护税以制度杠杆统筹经济生态双维发展,成为驱动“双碳”战略纵深推进的核心引擎。基于2013—2022年A股上市公司数据,分析环境保护税对企业碳排放的影响,并构建了双向固定效应模型、中介效应模型进行检验。研究发现,环境保护税可以抑制企业碳排放,该结论通过了稳健性检验;中介检验结果表明,环境保护税可以通过扩大环保投资规模、提升企业数字化程度和提高市场竞争度,有效抑制企业碳排放;异质性分析结果表明,环境保护税在融资约束高、ESG发展水平高和规模大的企业中对碳排放的抑制作用更佳。进一步揭示了环境保护税的减排机制,为完善环境税制理论提供了重要依据,同时为政府制定促进企业绿色转型的政策实践提供了科学参考。 展开更多

高水平保护和高质量发展视域下区域水资源脱钩路径研究

“水资源脱钩”是我国水治理高水平推进过程中出现的新形势,是“水达峰”后我国统筹高质量发展和高水平保护需要深入研究的新问题。立足系统论,从水资源高水平保护和经济高质量发展的角度对水资源脱钩机制进行研究。通过分解、归纳、综... “水资源脱钩”是我国水治理高水平推进过程中出现的新形势,是“水达峰”后我国统筹高质量发展和高水平保护需要深入研究的新问题。立足系统论,从水资源高水平保护和经济高质量发展的角度对水资源脱钩机制进行研究。通过分解、归纳、综合、分析的研究路线,构建了30个省(区、市)水资源可比价投入-产出模型,利用结构分解分析(SDA)对驱动水资源脱钩的因素进行分解,并在高水平保护和高质量发展的角度进行归纳综合分析,得出各省(区、市)三个时间段各因素贡献的脱钩力值。研究发现,我国不同时间段的脱钩力出现明显差别。我国脱钩力演变呈现阶段性特征:2007—2012年表现为由技术进步驱动向发展质量提升驱动过渡的路径,2012—2017年和2017—2022年则演化为由实际节水技术驱动与发展质量提升驱动的双轮驱动格局。保障国家粮食安全是造成用水脱钩路径差异的重要因素,发展质量较高的省(区、市)用水脱钩路径相对较为独特,实际节水技术进步发挥着用水脱钩“压舱石”的作用。 展开更多
