摘要
数字政府建设通过提升政府数字治理水平,为激发企业创新活力提供了新契机。基于数字创新生态系统理论,使用2009—2023年沪深A股上市公司数据,以信息惠民国家试点城市政策所代表的数字政府建设为切入点,检验政府在激发企业创新活力方面的数字治理效能。研究发现:信息惠民国家试点城市政策能够激发企业创新活力,政策效应主要通过提高知识产权保护水平和提高市场公平竞争程度两条路径实现。进一步分析发现,试点政策激发企业创新活力能够催化企业高质量创新产出,但试点政策的激发效应仅对成熟期、技术密集型、高科技行业以及中部地区企业显著。研究从数字政府建设切入,揭示了数字治理与企业创新活力之间的“黑箱”,增强了数字创新生态系统理论在中国情境下的解释度,为政府激发企业创新活力、推动新质生产力涌现提供了经验证据。
The construction of digital government improves the level of digital governance of the government and provides new opportunities for stimulating the innovation vitality of enterprises.Based on the theory of digital innovation ecosystem,using the data of A-share listed companies in Shanghai and Shenzhen from 2009 to 2023,and taking the construction of digital government represented by the national pilot city policy of benefiting the people with information as the starting point,the digital governance efficiency of the government to stimulate the innovation vitality of enterprises is tested.The results show that the national pilot city policy of information benefiting the people can stimulate the innovation vitality of enterprises,and the policy effect is mainly achieved through two paths:improving the level of intellectual property protection and the degree of fair competition in the market.Further analysis shows that the innovation vitality of enterprises stimulated by the pilot policy can be transformed into high-quality innovation output,but the innovation stimulation effect of the pilot policy is only significant in the mature stage,technology-intensive,high-tech industries and enterprises in the central region.Starting from the construction of digital government,this study reveals the black box between digital governance and enterprise innovation vitality,enhances the explanation of digital innovation ecosystem theory in the Chinese context,and provides empirical evidence for the government to stimulate enterprise innovation vitality and promote the emergence of new quality productivity.
