Economic Growth Effect of Poverty Alleviation Policies:Evidence from China’s Photovoltaic Industry

In accordance with the directives of the Third Plenary Session of the 20th Central Committee of the Communist Party of China,it is essential to enhance policies for strategic emerging industries like photovoltaic energy and to establish localized mechanisms for developing new quality productive forces.Using a difference-in-differences(DID)approach on a panel data between 2010 and 2020,this study assesses the impact of China’s photovoltaic(PV)poverty alleviation policies on county-level economic growth.The results show that the PV poverty alleviation policy leads to increases of 3.2%in GDP and 5.3%in GDP per capita,respectively,in targeted poverty counties.These findings are robust across multiple tests.The positive effects are particularly salient in regions with stronger central government support and higher solar radiation.Further analysis reveals that the beneficial effect of this policy is stronger in counties with higher share of poor villages and households,as well as larger coverage of PV station development.In terms of its impact mechanisms,the policy has provided new income sources,expanded employment opportunities,and enhanced market vitality through improvements in the electricity supply.This study offers theoretical insights for optimizing China’s PV industry policy under its rural revitalization strategy,and contributes to building long-term sustainable development mechanisms in rural areas.It also advances our understanding of the poverty-reducing potential of new quality productive forces. 展开更多

Poverty remains one of the most pressing global challenges of this era,affecting millions of people across both developing and developed countries.The poverty alleviation resettlement(PAR)is a policy with Chinese characteristics for eradicating poverty.By integrating the Maslow’s Hierarchy of Needs and Amartya Sen’s Capability Approach,this study developed a theoretical framework to analyze the factors influencing the well-being of poverty alleviation migrants(PAMs).A telephone survey conducted between July and August 2022 in Hubei Province,Guizhou Province,Shaanxi Province,and Chongqing Municipality of China yielded 259 valid questionnaires.Using the partial least squares-structural equation modeling(PLS-SEM),this study revealed that financial accessibility,health level,living conditions,and social networks significantly enhanced the well-being of PAMs,with living conditions having the strongest impact on the well-being of PAMs.Furthermore,the factors affecting well-being varied across age groups.Social networks played a more significant role in the elderly group,whereas health level had a greater impact on the young and middle-aged group.These findings deepen the understanding of the PAR and its effects on the well-being of PAMs,offering valuable insights for policy-makers and practitioners to refine poverty alleviation strategies and enhance social welfare. 展开更多

Energy poverty in developing countries is a critical issue characterized by the lack of access to modern energy services,such as electricity and clean cooking facilities,as marked in SDG 7.This study explores the correlations between energy poverty,energy intensity,resource abundance,and income inequality,as these factors have been theorized to play important roles in influencing energy poverty in developing countries.By observing that the dataset is heterogeneous across the countries and over the time frame,we use the Method of Moments Quantile Regression(MMQR)to analyze our developing countries’data from 2000 to 2019.Our findings indicate that energy intensity is a significant factor influencing energy poverty,suggesting that higher energy consumption relative to the sample countries can exacerbate this issue.Additionally,we observe that income inequality within the sample countries is a critical determinant of energy poverty levels,highlighting the dynamics between economic disparity and access to energy resources.Interestingly,our study reveals that resource abundance acts as a blessing rather than a curse in terms of energy poverty,implying that countries rich in natural resources may have better opportunities to combat energy deprivation.Finally,we emphasize the vital role of financial markets in addressing energy poverty on a global scale,suggesting that robust financial systems can facilitate investments and innovations aimed at improving energy access for vulnerable populations.The results from the robustness analysis support the empirical results obtained from the main estimation.The empirical findings of the present study advance important comprehensions for policymakers to adopt energy policies that address the complex challenges of energy poverty and promote inclusive energy access. 展开更多

Ending extreme poverty and achieving sustainable development by 2030 poses a significant challenge for de veloping countries.In the past decade,China has pioneered the Targeted Poverty Alleviation(TPA)strategy and implemented a range of anti-poverty programs,aiming to reconcile poverty reduction with environmental restoration.However,the effectiveness of the TPA strategy in facilitating sustainable development in the poor areas of China(PAC)remains unclear.Drawing on a perspective of systems,this study compiles a panel dataset of 832 nationally designated poverty-stricken counties in China from 2013 to 2020 and employ the coupling coordination degree model to examine the coupling and coordination relationships among economic,social,and environmental systems in the PAC.We find that during the TPA period,the socioeconomic level developed rapidly,while the environmental quality was slightly improved in the PAC.The TPA strategy promotes the co ordinated development of social,economic,and ecological systems in the PAC,shifting the relationship between human and environment from imbalance to coordination.Our findings underscore the necessity for the Chinese government to persist in its environmental restoration efforts in the PAC to guarantee a sustained development progress. 展开更多

The paper primarily focuses on social safety nets and their effectiveness in poverty alleviation.Social Safety Net(SSN)programs pertain to social service initiatives aimed at providing temporary assistance to individuals or groups facing vulnerabilities or unexpected hardships,such as those with lower incomes.Poverty poses a significant obstacle to the progress of social development,and its impacts are worsened by various factors including insecurity,frequent flooding,and droughts in Somalia.A total of 342 households in the Banadir region of Somalia were interviewed for the social safety nets(SSN)study.Data collection in the study was facilitated through the utilization of Kobo Toolbox,while the data analysis was conducted using EViews v.12.The results obtained from the ADP and PP tests indicated that all variables exhibited stationarity at the level.The Impact Assessment(IA)reveals a positive correlation with Household Income and Poverty Indices(HIPI),suggesting a risk of dependency without a strategic exit strategy,potentially leading to a 26%increase in poverty levels.A well-executed Program Implementation and Design(PID)can result in a 33%increase in income and poverty indices.Recipients perceive the Social Safety Net(PSSN)as reducing poverty and increasing income by 11%.Therefore,the study recommends integrating beneficiaries into the urban economy through sustainable livelihood options.Finally,the Somali government should prioritize the implementation of sustainable livelihood programs to mitigate dependency and alleviate poverty among SSN beneficiaries. 展开更多

Quantifying and categorizing development paths of poverty-elimination counties in China:Based on the perspective of population-land-industry

China has achieved the poverty reduction goal of the United Nations 2030 Agenda for Sustainable Development 10 years ahead of schedule,contributing significantly to global poverty reduction.Despite extended efforts in poverty elimination,there is a lack of quantitative studies categorizing and comparing poverty-elimination counties(PECs)based on their processes.This study proposes an innovative framework for analyzing PECs’development paths from the perspective of population-land-industry(PLI).We quantify the PLI matching degree of PECs in China during the critical phase of the battle against poverty through a multivariate matching model,classify PECs via K-means clustering according to the consistency in PLI matching degree evolution,and summarize the typical development patterns of PECs.Results indicate that the PLI matching degree of PECs in China increased substantially from 2015 to 2020,particularly in eastern areas,while the western region,including the Qinghai-Xizang Plateau and southwestern Xinjiang,shows untapped potential for improvement.Five types of PECs are identified,with the majority(30.1%)showing sustained moderate PLI matching and a minority(9.6%)experiencing long-term PLI mismatch.Industry is the shortfall of various PECs,and effective strategies to facilitate all types of PECs include the development of emerging businesses and the expansion of secondary and tertiary industries.Additionally,enriching rural labor force and increasing farmland use efficiency are essential for optimal PLI matching and positive interaction,ultimately ensuring poverty elimination and sustainable development. 展开更多

Amid China’s rapid economic growth,significant regional imbalances persisted.To address this disparity,it is essential to pursue high-quality development by fostering endogenous drivers within poverty-stricken areas.In late 2011,the Chinese government introduced a new nationwide regional poverty alleviation and development program.This study examines the macroeconomic impacts and micro-level mechanisms of these policies by leveraging manually compiled policy documents and macro and micro data(county economies,enterprises,and land transactions),using a DID approach.The findings reveal that the program significantly boosted economic growth in poor regions without causing negative spillovers to neighboring or paired-assistance areas.Economic growth in the assisted regions was primarily driven by industrialization,encompassing both scale expansion and efficiency gains.A cost-benefit analysis further confirms substantial economic returns and long-term fiscal sustainability.These results provide important policy implications for refining regional poverty policies and advancing balanced development. 展开更多

China has resolved its overall regional poverty in 2020 by attaining moderate societal prosperity.The country has entered a new development stage designed to achieve its second centenary goal.However,ecological fragility and risk susceptibility have increased the risk of returning to ecological poverty.In this paper,the Liupan Mountain Region of China was used as a case study,and the counties were used as the scale to reveal the spatiotempora differentiation and influcing factors of the risk of returning to poverty in study area.The indicator data for returning to ecological poverty from 2011-2020 were collected and summarized in three dimensions:ecological,economic and social.The autoregressive integrated moving average model(ARIMA)time series and exponential smoothing method(ES)were used to predict the multidimensional indicators of returning to ecological poverty for 61 counties(districts)in the Liupan Mountain Region for 2021-2030.The back propagation neural network(BPNN)and geographic information system(GIS)were used to generate the spatial distribution and time variation for the index of the risk of returning to ecological poverty(RREP index).The results show that 1)ecological factors were the main factors in the risk of returning to ecological poverty in Liupan Mountain Region.2)The RREP index for the 61 counties(districts)exhibited a downward trend from 2021-2030.The RREP index declined more in medium-and high-risk areas than in low-risk areas.From 2021 to 2025,the RREP index exhibited a slight downward trend.From 2026 to2030,the RREP index was expected to decline faster,especially from 2029-2030.3)Based on the RREP index,it can be roughly divided into three types,namely,the high-risk areas,the medium-risk areas,and the low-risk areas.The natural resource conditions in lowrisk areas of returning to ecological poverty,were better than those in medium-and high-risk areas. 展开更多

Poverty has been a focus of Chinese government for a long time. It is therefore of great significance to investigate both the mechanisms and spatial patterns of regional impoverishment in order to adequately target Chinese anti-poverty goals. Based on the human-environment relationship and multidimensional poverty theory, this study initially develops a three-dimensional model encompassing human, society, and environmental factors to investigate the mechanisms of rural impoverishment as well as to construct an indicator system to evaluate the comprehensive poverty level(CPL) in rural areas. A back propagation neural network model was then applied to measure CPL, and standard deviation classification was used to identify counties that still require national policy-support(CRNPSs) subsequent to 2020. The results of this study suggest that CPL values conform to a decreasing trend from the southeast coast towards the inland northwest of China. Data also show that 716 CRNPSs will be present after 2020, mainly distributed in high-arid areas of the Tibetan Plateau, the transitional zones of the three-gradient terrain, as well as karst areas of southwest China. Furthermore, CRNPSs can be divided into four types, that is, key aiding counties restricted by multidimensional factors, aiding counties restricted by human development ability, aiding counties restricted by both natural resource endowment and socioeconomic development level, and aiding counties restricted by both human development ability and socioeconomic development level. We therefore propose that China should develop and adopt scientific and targeted strategies to relieve the relative poverty that still exist subsequent to 2020. 展开更多

A large body of empirical literature showed that the adoption of agricultural technologies reduces poverty. However, dominants of those studies so far used one-dimensional income or expenditure-based measures of poverty which may not reflect other types of deprivations. Therefore, the major objective of this study is to examine the impact of adopting climate-smart agricultural technology, which refers to a joint application of row planting methods and the use of chemical fertilizers, on the multidimensional poverty status of rural households in Ethiopia. To estimate the impact of the stated technologies, this study employs propensity score matching and endogenous switching regression methods. To measure the multidimensional poverty index, the study also uses the Alkire and Foster counting approach. Using the Ethiopian Socioeconomic Survey(ESS), collected in 2015-Wave 3, the results of the study show that the adoption of these technologies reduces deprivation score and one of its component, the standard of living part. Regionally, a high reduction in deprivation is observed in Amhara and Oromiya regions. The results also show that the impact is significantly higher in severely deprived households. It is also observed that the reduction in multidimensional poverty due to the technology is through an increase in income/consumption via improvement in production gain. The impact channels more through the non-food expenditure pathway. Finally, this study also sheds light on the effects that technology adoption has on multidimensional poverty reduction. 展开更多

After the founding of the People’s Republic of China, the Chinese people have been struggling against poverty amid national development under the leadership of the Communist Party of China(CPC). Since reform and opening up, in particular, China has planned for and organized development-oriented poverty reduction practices on a broad scale with remarkable achievements and blazed a new path of development-oriented poverty reduction with Chinese characteristics. This path is both an essential component of Chinese socialism and a result of the CPC’s ideological improvement on poverty reduction. Since the 18 th CPC National Congress in 2012, the whole Party, country, and society have been called upon to fight the battle against poverty on a full-scale under the guidance of General Secretary Xi Jinping’s important statements on poverty reduction, unveiling a new stage for China’s development-oriented poverty reduction in the new era. China’s unprecedented poverty reduction achievements have enriched the path of poverty reduction with Chinese characteristics. Objective:To investigate the environmental and social aspects of poverty contributing to malaria incidence in Indonesia from 2016 to 2020.Methods:Random forest regression was used to analyse the independent variables contributing to malaria incidence.Environmental conditions were extracted from remotely sensed data,including vegetation,land temperature,soil moisture,precipitation,and elevation.In contrast,the social aspects of poverty were obtained from government statistical reports.Results:From 2016 to 2020,the contribution of each environmental and social aspect of poverty to malaria incidence fluctuated annually.Generally,the top three essential variables were people aged 15 years and above,experiencing poverty(variable importance/VI=32.0%),people experiencing poverty who work in the agricultural sector(VI=14.4%),and precipitation(VI=9.8%).It was followed by people experiencing poverty who are unemployed(VI=9.2%),land temperature(VI=5.2%),people experiencing poverty who have low education(VI=8.0%),soil moisture(VI=7.4%),elevation(VI=6.0%),and vegetation(VI=3.8%).Conclusions:Poverty and variables related to climate have become the crucial determinants of malaria in Indonesia.The government must strengthen malaria surveillance through climate change mitigation and adaptation programs and accelerate poverty alleviation programs to support malaria elimination. 展开更多

Inequality of rural residents'income in China since the targeted poverty alleviation strategy:New trends,causes,and policy implications

Poverty and income inequality are problems faced by many countries including China.Since the implementation of Targeted Poverty Alleviation(TPA),absolute poverty has been eradicated,meanwhile,Chinese rural residents' income and inequality have experienced unprecedented new dynamics,but still,very few studies have focused on them.Hence,we attempt to examine the new trends in Chinese farmers' income inequality and to understand its causes during this period.We observe that China's urban-rural income ratio has been shrinking and the urban-rural inequality has been decreasing from 2014 to 2021.The reduction in the Theil index indicates a decrease in the regional inequality of farmers' income as well,and the decline in inter-regional inequality among eight economic zones contributes about 80% to increased equality.These new trends are caused by the fact that,with the TPA,the incomes of rural residents especially that in destitute areas,grew faster than that of urban residents and farmers in prosperous areas.The higher share of non-agricultural industry and agricultural mechanization level have significant positive impact on regional equality of farmers' income,while urban-rural dual structure has significant negative inhibitory effects.The lowest farmers' income and the highest inequality in the Northwest,and the slowest growth in the Northeast deserve more attention in rural Revitalization.From these findings,we propose four policy implications that would be applied to improve Chinese farmers' income equality,govern relative poverty,and achieve common prosperity in the post-poverty era. 展开更多
