Strategies and Policies for Developing Rural “Local Specialty Products” in Ecological Conservation Areas

The promotion of rural revitalization within the ecological conservation areas(“ECAs”) requires a careful balance between ecological protection and economic development and should be guided by the principle of ecolo... The promotion of rural revitalization within the ecological conservation areas(“ECAs”) requires a careful balance between ecological protection and economic development and should be guided by the principle of ecological priority. The cultivation of rural “Local Specialty Products”(“LSPs”) under a green-development framework aligns with the functional positioning of these areas, drives the revitalization of rural industries, and constitutes a fundamental strategy for addressing the unique challenges they face. Although ECAs possess inherent advantages in terms of developing LSPs, they are also confronted by multiple constraints. Accordingly, we propose development objectives that emphasize(a) driving rural industrial prosperity,(b) enhancing the appeal of agricultural heritage, and(c) ensuring inclusive prosperity in the farming communities. In selecting pathways for growth, priority should be given to improving the quality of products, fostering distinctiveness of the technologies, nurturing cultural identities, and upholding the principle of common prosperity. From a policy standpoint, the development of rural LSPs should be recognized as a key lever for advancing the comprehensiveness of rural revitalization in the ECAs. We recommend a set of supportive measures—namely, reinforcing the guidance for spatial planning, integrating the consolidation of factor inputs, and ensuring the robustness of organizational guarantees—to facilitate the high-quality development of LSPs in these areas. 展开更多

With the transformation and upgrading of industries,along with the rapid advancement of artificial intelligence(AI)technologies,higher vocational education in art and design is facing new developmental challenges.As an emerging integrative ecosystem,the municipal industry-education consortium offers a strategic pathway to address these challenges by deepening collaboration between education and industry and fostering the coordinated development of both sectors.Grounded in the framework of the municipal industry-education consortium,this study proposes a top-level organizational model for art and design specialty groups characterized by industry-chain-driven development,interdisciplinary integration,and growth-employment orientation.It further explores multiple development pathways,including innovations in consortium council governance,dynamic talent cultivation models,shared curriculum systems,dual-track teaching teams,and multi-tiered practice bases.Collectively,these pathways establish a comprehensive specialty group system in which core specialties drive development,supporting specialties ensure interdependence,and extended specialties foster mutual advancement.The findings provide theoretical insights and practical guidance for advancing the modernization and high-quality transformation of vocational art and design education,contributing to the cultivation of innovative and application-oriented professionals aligned with industrial restructuring and the development of new productive forces. 展开更多

With the increasing prevalence of mental disorders,regional mental health service systems face challenges including uneven resource distribution,inefficient referral pathways,and fragmented information.To address these issues,a platform-based bidirectional referral model centered on a municipal psychiatric specialty hospital was developed and implemented,linking community hospitals and county-level psychiatric departments.A unified regional mental health information platform was used to integrate patient data.Community hospitals conducted preliminary screening,county-level psychiatric departments performed referral assessment,and the municipal psychiatric specialty hospital made centralized evaluation and admission decisions.The implementation results demonstrated standardized screening processes,clearer referral pathways,reduced unnecessary hospitalizations,improved accuracy of patient admission,and enhanced mental health service capacity at the primary care level.This model contributes to optimizing mental health resource allocation and improving the efficiency of tiered mental health services. 展开更多

目的探讨基于决策导向型模型构建符合介入专科护士规范化培训的效果评价指标体系并探究其科学性和合理性。方法采用目的抽样、最大差异化抽样的方法,选择2022年8月至2023年9月对来自全国10家二级甲等以上医院的介入护理专科护士进行半... 目的探讨基于决策导向型模型构建符合介入专科护士规范化培训的效果评价指标体系并探究其科学性和合理性。方法采用目的抽样、最大差异化抽样的方法,选择2022年8月至2023年9月对来自全国10家二级甲等以上医院的介入护理专科护士进行半结构式访谈,了解介入护士参与介入护理专科培训后的评价效果现状及设想,应用文献研究、Delphi专家咨询法构建出以决策导向型模式为理论基础的介入护理规范化培训效果评价指标体系。结果构建了包含4个维度,共计30个条目的介入专科护士规范化培训的效果评价指标体系;2轮Delphi专家咨询专家积极系数均达到100%,专家权威系数为0.91,专家协调系数为0.574~0.606。第2轮专家函询后各维度的重要性赋值为4.08~4.92分,变异系数为0.06~0.10,各条目的重要性赋值为4.08~4.92分、变异系数为0.06~0.10。结论通过开展半结构式访谈,应用文献研究、Delphi专家咨询法构建出的以决策导向型模式为理论基础的介入护理规范化培训效果评价指标体系具有科学性、适用性,为介入专科护士的选拔、培养、考核提供依据和标准,并为其课程设置及发展专科护士临床实务能力评价指标提供依据。 展开更多

目的 基于德尔菲法构建心血管外科护理硕士专业学位(MNS)研究生的临床实践培养指标体系。方法 在文献回顾的基础上,开展德尔菲专家函询,根据专家意见修订、完善指标内容,构建一套客观科学、具体可行的心血管外科MNS研究生临床实践培养... 目的 基于德尔菲法构建心血管外科护理硕士专业学位(MNS)研究生的临床实践培养指标体系。方法 在文献回顾的基础上,开展德尔菲专家函询,根据专家意见修订、完善指标内容,构建一套客观科学、具体可行的心血管外科MNS研究生临床实践培养指标体系。结果 最终形成的心血管外科MNS临床培养指标体系包含3个一级指标,13个二级指标,69个三级指标。结论 本研究构建的心血管外科MNS研究生临床实践培养指标体系具有一定的科学性和可靠性,为心血管外科培养MNS研究生、提升MNS研究生的专科胜任力提供了参考依据。 展开更多
