The application of ecosystem services(ES)theories in land consolidation is a confusing issue that has long plagued scholars and government officials.As the upgraded version of traditional land consolidation,comprehens...The application of ecosystem services(ES)theories in land consolidation is a confusing issue that has long plagued scholars and government officials.As the upgraded version of traditional land consolidation,comprehensive land consolidation(CLC)emphasizes ecological benefits,but it does not achieve the expected effect during the pilot phase.This study first proposed a theoretical analysis framework based on ES knowledge to answer the three key questions of why,where,and how to implement CLC better.Taking mountainous counties as the study area,we found that ES trade-offs/synergies,bundles,and drivers were significantly affected by scale effects.ES knowledge can play a crucial role in designing multi-scale CLC strategies regarding the objective,zoning,intensity,and mode.Specifically,mitigating the significant trade-offs between recreational opportunities,food production,and other ES is the top priority of CLC.Land consolidation zoning based on the ES bundles analysis is more rational and can provide the scientific premise for designing locally adapted CLC measures.Land consolidation can be classified into high-intensity direct intervention and low-intensity indirect intervention modes,based on the major drivers of ES.These findings help narrow the gap between ES and CLC practices.展开更多

The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China's comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of econom...The Third Plenary Session of the 18th CPC Central Committee ushered in a new chapter of China's comprehensive deepening of reform. The basic objective of comprehensively deepening reform of the state sector of economy in the new chapter is to fully integrate this sector with a sophisticated market economic system with the market playing the decisive role in resource allocation. In order to achieve this objective, China is confronted with the four major priorities of adjusting the functions and layout of the state sector of economy according to national mandates, expediting the mixed ownership reform, creating a classified and multi- tiered new system for the administration of the sector, and developing a modern corporate system for SOEs to ensure an efficient micro-level governance mechanism for the sector. (1) The functions of the different types of SOEs should be accurately defined and SOEs should be divided into the three types of public policy SOEs, functional SOEs, and commercial SOEs. This classification forms the premises for reforming the state sector of economy. Based on the functions of the three types of SOEs, the directions and emphases for strategic adjustment should differ as well. (2) The mixed ownership reform should adhere to the methodological principles of combining top-down and bottom-up approaches, implementing pilot programs, and promoting coordinated progress. Practical implementation should ensure fair and standard reform procedures, reform programs consistent with laws and regulations, open and fair equity transfers, as well as fair and transparent internal distributions. The mixed ownership reform of SOEs should introduce the employee stock ownership system and adhere to the principles of compatible incentives, shared growth, and long-term development. Monopolistic sectors should be transformed into competitive market structures to create conditions for the implementation of mixed ownership for SOEs. (3) The new system for the administration of the state sector of economy should comprise three hierarchies: the Commission for the Administration of State Economy at the top level, state capital operation companies or state capital investment companies at the intermediate level and general for-profit enterprises at the bottom level, which administer public policy, functional SOEs, and commercial SOEs respectively. It is based on the large expansion of cultivated land area. Obviously, this method can no longer meet the needs of today's land planning, and can not fully and scientifically use land resources. Therefore, in the new era, land and resources management should focus on urban space, rural land construction and ecological restoration from the perspective of comprehensive management, and use scientific methods to deepen the "trinity" system structure, and strengthen the sustainable development of urban space construction, rural land construction and ecological restoration. In the process of development at this stage, rural revitalization has become a more important development content. Each department should actively carry out the application and development of the rural revitalization strategy in combination with the local actual situation and its own functions. After the establishment of the Ministry of Natural Resources, in order to fulfill the responsibilities of natural resources management to a greater extent, the traditional development concept of land consolidation should be changed, and the challenges and problems existing in the process of rural revitalization should be analyzed in combination with the background of the times and the scientific connotation of the rural revitalization strategy. On this basis, the paper puts forward the comprehensive land and space renovation measures of the rural revitalization strategy to promote the sustainable development and progress of the rural revitalization.
