摘要
“十五五”时期是我国全面建设社会主义现代化国家的关键阶段,全面从严治党是实现高质量发展的根本政治保障。全面从严治党既保证了发展方向的正确性,使发展成果真正惠及全体人民,体现社会主义本质要求;又通过破除体制机制障碍、净化政治生态,为贯彻新发展理念、构建新发展格局提供坚实制度支撑。在这一承前启后的关键时期,必须坚持全面从严治党,通过政治引领、思想凝聚、组织动员、作风优化和纪律约束五大机制,形成推动高质量发展的系统合力。破解制约高质量发展的制度瓶颈与人为因素,必须坚持党的全面领导,强化理论武装,树立正确用人导向,推进作风建设常态化,并坚定不移深化反腐败斗争,从而夯实党的执政根基、提升治理效能、激发社会发展活力。
The“15th Five-Year Plan”period is a crucial stage for China to comprehensively build a modern socialist country.Comprehensive and strict governance over the Party is the fundamental political guarantee for achieving high-quality development.Comprehensive and strict governance over the Party not only ensures the correctness of the development direction,but also enables the development achievements to truly benefit all the people,reflecting the essential requirements of socialism.Furthermore,by eliminating institutional and systemic obstacles and purifying the political environment,it has provided solid institutional support for implementing the new development concepts and building the new development pattern.During this crucial period that marks the transition from the past to the future,it is essential to firmly implement strict governance over the Party.Through the five mechanisms of political leadership,ideological cohesion,organizational mobilization,improvement of conduct,and discipline enforcement,a systematic synergy for promoting high-quality development should be formed.To break through the institutional and human factors that restrict high-quality development,it is necessary to uphold the Party’s overall leadership,strengthen theoretical education,establish a correct personnel appointment orientation,promote regularized conduct,and unswervingly deepen the fight against corruption.This will help consolidate the Party’s governance foundation,enhance governance efficiency,and stimulate social development vitality.
