Purpose–This study summarizes the overall situation of the resources of the national science and technology innovation platform in the railway industry,including the distribution of platform types,supporting institutions,construction sites,professional fields,etc.,to provide a reference for the further improvement and optimization of the national science and technology innovation platform system in the railway industry.Design/methodology/approach–Through literature review,field investigation,expert consultation and other methods,this paper systematically investigates and analyzes the development status of the national science and technology innovation platform in the railway industry.Findings–Taking the national science and technology innovation platform of the railway industry as the research object,this paper investigates and analyzes the construction,development and distribution of the national science and technology innovation platform of railway industry over the years.And the National Engineering Research Center of High-speed Railway and Urban Rail Transit System Technology was taken as an example to introduce its operation effect.Originality/value–China Railway has made great development achievements,with the construction and development of national science and technology innovation platform in the railway industry.In recent years,a large number of national science and technology innovation platforms have been built in the railway industry,which play an important role in railway technological innovation,standard setting and commodification,and Railway Sciences provide strong support for railway technology development. 展开更多

This paper introduces the term 'supply platform' as a tentative and open-ended concept that captures characteristics of central importance for the study of export-oriented producers. As regional concentrations of export-oriented suppliers in China and India are maturing, many firms are now striving to build up innovation capabilities. How do we study the transition from production capabilities to innovation capabilities in supply platforms? This paper reviews the insights from the innovation systems and global value chain literatures and discusses how we may build on these approaches for empirical studies of transition. It is found that these literatures provide important hypotheses for empirical research but more conceptual work is needed in order to address adequately the question of interest. 展开更多

An inevitable trend has already taken shape for the application of the 5th Generation Mobile Communication Technology(5G)in the railway sector.The application scenarios and business types of the railway sector are complex and diverse,so it is indispensable to test and verify the railway 5G before actual deployment.The design and creation of the railway 5G integrated innovation test platform provides engineering design,test and verification conditions for the networking,coverage and business development of 5G public networks and 5G-R in railway scenarios.This paper introduces the design of the overall architecture for the integrated railway 5G innovation test platform according to the railway network requirements,application scenarios and intelligent development trend;respectively elaborates on the design of the 5G-R core network,bearer network and wireless access along loop tracks,in combination with the characteristics of railway scenarios and the requirements of railway dispatching,operation and safety;raises further solutions on the network deployment and coverage schemes of 5G public networks so as to meet the application requirements of 5G public networks.The study results show that the integrated railway 5G innovation test platform scheme contains co-existence of 5G public and private networks,combines the indoor and outdoor scenarios,as well as takes into account of the dynamic and static tests so as to meet the environmental requirements for the integrated railway 5G test and application of all network functions,for which it can provide comprehensive technical support for railway 5G technology research and development,standard formulation,testing,etc. 展开更多

This paper mainly analyzes and summarizes the main development status of China's smart logistics and related policies. It finds that China's current investment in innovation and the application of smart systems in the smart logistics industry are gradually increasing, indicating that China's entire logistics system is also in constant transition towards smart direction. However, there is still a certain gap between the related technology application level and the international developed countries, and these problems should be solved in a timely manner. At the same time, this paper also puts forward specific suggestions on relevant issues, hoping to provide certain reference value for the development of China's smart logistics business platform model and innovation mechanism. 展开更多

Productive Government Debt and Urban Innovation:An Empirical Study Based on Chinese City Panel Data

Urban innovation is essential to strengthening national innovation capacity and technological capabilities,placing its sustained development at the heart of scholarly debate.This study explores the impact of productive-oriented local government debt expansion on urban innovation,leveraging China’s“Four Trillion Yuan”stimulus plan in 2008 as a natural experiment and drawing on urban panel data.Through the lens of productive government debt,we find that such expansion significantly boosts urban innovation,driven by three key mechanisms:infrastructure support,government innovation subsidies,and talent agglomeration.However,heterogeneity analysis reveals that this positive effect weakens in China’s central and western regions,cities with higher administrative status,and those with lower marketization levels,where the impact becomes negligible.Further scrutiny shows that local government financing vehicle(LGFV)bonds and special local government bonds earmarked for infrastructure effectively spur urban innovation,whereas general bonds and LGFV bonds used for“borrowing new to repay old”yield little to no benefit.These findings underscore that local government debt,when channeled toward productive ends,can fuel urban innovation.As the central government works to mitigate implicit debt risks,it must weigh the distinct roles of debt funds-considering regional economic conditions and institutional contexts-and tailor policies to time and place.This study offers theoretical insights and practical guidance for decoding the intricate link between government debt and innovation,enriching both scholarship and policy discourse. 展开更多

Under the current background of an information society,the digital transformation of enterprises has become a necessary means to enhance the competitiveness of enterprises.This article is based on the industrial Internet platform,the digital planning and architecture of enterprises research.First,we analyze the current challenges of digital transformation and the development opportunities brought by the industrial Internet.Then,we propose a digital planning method based on the industrial Internet platform,which takes the full connectivity of people,machine and things and intelligent decision making as the core,takes data collection,processing,analysis and application as the main line,and finally forms the top-level design of the digital transformation of enterprises.At the same time,we also built an industrial Internet platform architecture model,including the previous end perception layer,network transmission layer,platform service layer,and application innovation layer for four levels,to support enterprises in innovative applications and decision support under the industrial Internet environment.Research shows that this kind of enterprise digital planning and architecture based on an industrial Internet platform can effectively promote enterprises to achieve business model innovation,system innovation,and strengthen the flexibility and agility of enterprises to respond to market changes.The results of this research not only have important theoretical and practical significance for guiding enterprises to carry out digital planning and build an industrial Internet platform,but also provide useful reference for relevant policy formulation. 展开更多

Terrestrial Education and Marine Structural Design:A Post-Sustainability Framework for Ocean Engineering Innovation

This paper argues that in an era of accelerating climate change and rising sea levels,what truly matters is not merely the marine structure itself,but the foresight and adaptability embedded in its conception.As global urbanization intensifies along coastlines,and as storms grow stronger and ecosystems degrade,there is an urgent need for transformative approaches to ocean engineering and design.We introduce Terrestrial Education,an interdisciplinary framework that moves beyond conventional sustainability models by integrating ecological intelligence,regenerative systems thinking,and advanced technologies.Unlike traditional approaches that focus on minimizing harm,Terrestrial Education emphasizes active ecological restoration,socio-technical evolution,and planetary stewardship.Drawing on lessons from space exploration,such as closed-loop life support systems,autonomous environmental management,and modular habitat design,we demonstrate how these principles can inspire resilient marine infrastructures,including floating platforms,submerged laboratories,and biointegrated offshore structures.These designs are envisioned not only for their physical durability but also for their capacity to regenerate ecosystems and foster meaningful human interaction with marine environments.The paper highlights key priorities such as adaptability to climate extremes,energy efficiency through marine renewables,and environmental integration using biomimetic materials.By aligning with the Sustainable Development Goals of the blue economy,Terrestrial Education offers a future-oriented model that harmonizes environmental,technological,and economic objectives.Ultimately,this framework provides a conceptual and operational foundation for reimagining marine structures as catalysts for innovation,educational transformation,and resilient planetary futures in the climate era. 展开更多

作为创新型平台构建竞争优势的驱动力,互补者的创新策略选择不可避免地同时受到平台治理与异质性用户行为的影响。因此,本文基于软件平台生态系统,构建了包括创新型平台、互补者与用户的三方演化博弈模型,并通过仿真分析关键参数对各主... 作为创新型平台构建竞争优势的驱动力,互补者的创新策略选择不可避免地同时受到平台治理与异质性用户行为的影响。因此,本文基于软件平台生态系统,构建了包括创新型平台、互补者与用户的三方演化博弈模型,并通过仿真分析关键参数对各主体策略的敏感性,以揭示其策略选择的动态演化过程。研究表明:互补者选择原创性创新的首要考量因素是原创性创新带来的未来收益,而平台企业的强治理是影响互补者选择原创性创新的次要手段;提高强治理审查费用、降低模仿性创新软件审查通过率、将平台企业对推广成本的分担比例维持在合理区间等,有助于创新型平台引导互补者开展原创性创新;尽管增加用户补贴额度对促进互补者原创性创新与创新型平台强治理方面的影响有限,但在平台发展初期能有效提升用户购买率。研究结果对互补者创新策略选择与创新型平台企业治理策略制定具有重要的实践意义。 展开更多

作为制造业的新型数字载体,工业互联网平台能够推动平台经济发展并赋能企业创新。基于资源编排理论和开放式创新理论,以中国制造企业为研究对象,遵循“平台—平台生态系统—参与企业”逻辑,实证检验工业互联网平台关键能力、平台生态嵌... 作为制造业的新型数字载体,工业互联网平台能够推动平台经济发展并赋能企业创新。基于资源编排理论和开放式创新理论,以中国制造企业为研究对象,遵循“平台—平台生态系统—参与企业”逻辑,实证检验工业互联网平台关键能力、平台生态嵌入与参与企业创新绩效之间的关系。研究发现:①工业互联网平台关键能力显著提升参与企业创新绩效,且平台生态嵌入发挥中介作用;②平台网络关系(强关系、桥关系)不仅直接促进企业创新绩效提升,还正向调节平台生态嵌入与参与企业创新绩效的关系。结论有助于打开工业互联网平台关键能力与参与企业创新绩效关系的“黑箱”,揭示平台生态系统内多方协同作用带来的间接效应,为全面评估工业互联网平台效能提供理论支撑和实践指导。 展开更多

平台经济对“专精特新”中小企业技术创新的影响研究——基于ZINB模型的实证检验

本文基于企业资源基础观与数字创新理论,运用2013~2024年中国31个省(区、市)的面板数据,构建零膨胀负二项回归模型,系统考察平台经济对“专精特新”中小企业技术创新的影响机制。研究发现:平台经济通过资源整合、需求响应和知识溢出显... 本文基于企业资源基础观与数字创新理论,运用2013~2024年中国31个省(区、市)的面板数据,构建零膨胀负二项回归模型,系统考察平台经济对“专精特新”中小企业技术创新的影响机制。研究发现:平台经济通过资源整合、需求响应和知识溢出显著促进企业技术创新,其赋能效应呈现区域异质性,西部地区表现为创新水平提升,东部地区侧重激发创新参与意愿,东北地区则存在抑制作用;技术市场发展虽能促进技术要素流通,但对外部技术依赖会形成创新抑制效应;收入水平提升通过需求升级机制对创新意愿具有正向传导作用;平台经济不同维度呈现差异化影响,基础设施投入与产出水平通过降低创新门槛和倒逼技术迭代驱动创新,运营规模扩张则可能抑制创新效能。建议实施区域差异化赋能策略、完善技术市场规制体系、优化收入分配调节机制及强化平台经济维度调控,为数字经济背景下中小企业技术创新生态优化提供理论支撑。 展开更多

基于用户参与的平台生态系统融通创新策略分析

融通创新对于加强创新成果应用性和实现系统创新目标的意义重大,本研究主要探究用户参与对平台与互补企业融通创新的影响,通过构建演化博弈模型,对三方策略选择的演化过程进行分析。研究发现:(1)用户参与可以显著促进平台与互补企业融... 融通创新对于加强创新成果应用性和实现系统创新目标的意义重大,本研究主要探究用户参与对平台与互补企业融通创新的影响,通过构建演化博弈模型,对三方策略选择的演化过程进行分析。研究发现:(1)用户参与可以显著促进平台与互补企业融通创新,平台与用户互动产生的即时价值与潜在价值增加会对融通创新产生显著积极影响。(2)用户创新感知和用户参与度的提高有助于平台与互补企业积极参与融通创新,并且两者边际效应都呈现递减趋势。(3)互补企业创新基础能力的提高可以显著促进互补企业选择融通创新策略,但是对平台与用户策略选择影响较小。(4)同时增加即时价值、潜在价值、用户关怀,用户的价值获得比例和用户参与度可以有效驱动用户采纳创新,但是用户关怀不能超过某一阈值,否则会阻碍平台融通创新。研究结论为优化创新体系,推动平台、互补企业与用户融通创新提供了决策参考。 展开更多

随着数字平台经济的纵深发展,企业依托数字资源整合重构创新生态的需求日益迫切。如何审慎选择合适的数字资源整合对象、如何实现有效数字资源整合,是亟待深入分析的重要理论和实践命题。本文基于资源编排理论,以2010—2022年中国沪深A... 随着数字平台经济的纵深发展,企业依托数字资源整合重构创新生态的需求日益迫切。如何审慎选择合适的数字资源整合对象、如何实现有效数字资源整合,是亟待深入分析的重要理论和实践命题。本文基于资源编排理论,以2010—2022年中国沪深A股制造业上市公司专利数据和数字技术应用数据为样本,采用双向固定效应模型实证检验相似性数字资源整合和互补性数字资源整合对企业创新绩效的差异化影响,并探讨数字网络嵌入度的调节效应。研究结果显示:相似性数字资源整合和互补性数字资源整合能够提升企业创新绩效,而相似性数字资源整合对企业创新绩效的提升作用更强,该结论在经过内生性检验和稳健性检验后仍然成立。数字网络嵌入度正向调节相似性数字资源整合和互补性数字资源整合与企业创新绩效的关系。相似性数字资源整合和互补性数字资源整合对企业创新绩效的提升作用在国有企业中更明显;相似性数字资源整合对小规模企业创新绩效的提升作用显著,而互补性数字资源整合则对大规模企业创新绩效的提升作用显著。本文为制造业平台选择数字资源整合方式提供了理论依据和实证支持,也为企业开展数字网络嵌入实践、优化嵌入策略提供决策参考。 展开更多

科技创新平台与制造业的深度融合是必然趋势,也是推动制造业高质量发展的重要路径。以河北省科技创新平台和制造业为研究对象,运用熵权TOPSIS法、耦合协调度模型、核密度估计法、障碍度模型考察2015—2023年河北省科技创新平台与制造业... 科技创新平台与制造业的深度融合是必然趋势,也是推动制造业高质量发展的重要路径。以河北省科技创新平台和制造业为研究对象,运用熵权TOPSIS法、耦合协调度模型、核密度估计法、障碍度模型考察2015—2023年河北省科技创新平台与制造业高质量发展的耦合协调度及其时序演变特征,揭示影响耦合协调发展的主要因素。研究结果表明:河北省科技创新平台与制造业高质量发展综合得分波动上升,制造业增速相对滞后,三类科技创新平台发展各具特点;科技创新平台与制造业高质量发展的耦合协调度经历了3个发展阶段,2023年达到最高值,处于高级协调,两系统关系由平台滞后转为制造业滞后;三类科技创新平台与制造业耦合协调水平与整体层面大体相同但内部有差异,产业技术研究院微弱领先,内部差异随时间减小;准则层中的研发产出、平台基础、对外服务、创新能力对河北省两系统耦合协调存在较大制约。 展开更多

破除专精特新企业发展的一系列瓶颈,是完善宏观经济调控政策的重要举措。本文基于2009—2022年沪深A股专精特新上市公司数据,运用多期双重差分模型,系统考察了公用数据平台建设对企业债务融资成本的影响效应和作用机制。研究发现,公用... 破除专精特新企业发展的一系列瓶颈,是完善宏观经济调控政策的重要举措。本文基于2009—2022年沪深A股专精特新上市公司数据,运用多期双重差分模型,系统考察了公用数据平台建设对企业债务融资成本的影响效应和作用机制。研究发现,公用数据平台建设显著降低了专精特新企业债务融资成本,该结论在考虑内生性问题及通过一系列稳健性检验后依然成立。机制分析表明,公用数据平台通过降低非效率投资和推动企业数字化转型降低了企业债务融资成本。异质性分析发现,政策效果在纵向一体化程度高的企业和中西部地区的企业中更为显著。因此,各级政府要加快推进公用数据平台建设,推动数据资源的高效利用和价值转换,赋能专精特新企业高质量发展;金融机构应积极探索以公共数据资源为支撑的新型融资路径,实现金融资源的有效配置;专精特新企业应主动利用公用数据平台对外披露企业内部信息,推动数据从内部资源向可交易、可质押的资本转化,改善融资困境。 展开更多
