摘要
提升企业创新质量,拓展企业创新边界是迈向数字创新强国的关键所在。本文基于数据“可得性”与“流通性”视角,以中国各城市公共数据开放平台和数据交易平台共同开放为契机,利用多期双重差分模型探究数据平台共同开放对企业创新边界的协同影响及作用机制。研究发现:公共数据开放平台和数据交易平台共同开放能对企业创新边界产生协同作用;数据平台共同开放相比于单一数据平台开放更为有效,但对企业创新数量并未产生协同作用;数据平台共同开放对创新边界处于中上游企业的协同作用更为显著。机制分析表明,数据平台共同开放通过信息获取、内外融资、动态能力三种途径协同拓展企业创新边界。异质性分析显示,数据平台共同开放对国有企业、技术更迭速度快以及政府数字经济政策供给水平更高的企业创新边界拓展作用更强,并且有助于缩小企业之间的数字鸿沟。进一步分析发现,数据平台共同开放能推动行业内部有益竞争与模仿学习,形成行业溢出效应;对企业创新质量的积极影响还能提升企业在行业内的创新专利质量认可度,并促进企业实现可持续发展。
Improving the quality of enterprise innovation and expanding the innovation boundaries of enterprise are key to becoming a powerful digital innovator.Based on the perspectives of data“availability”and“circulation”,this paper takes the joint opening of public data open platforms and data trading platforms in various Chinese cities as an opportunity to use a multi-period double difference model to explore the synergistic impact and mechanism of joint opening of data platforms on the innovation boundaries of enterprises.The study found that the joint opening of public data open platforms and data trading platforms can have a synergistic effect on the innovation boundaries of enterprises.Furthermore,the joint opening of two types of data platforms is more effective than the opening of a single data platform,but it does not have a synergistic effect on the number of enterprise innovations.The synergistic effect of the joint opening of data platforms is more pronounced for the mid-to-upper reaches of the innovation boundaries of enterprises.Mechanism analysis shows that the joint opening of data platforms synergistically expands the innovation boundaries of enterprises through three channels:information acquisition,internal and external financing,and dynamic capabilities.Heterogeneity analysis shows that the joint opening of data platforms has a stronger synergistic effect on expanding the innovation boundaries of state-owned enterprises,enterprises with faster technological turnover rates,and enterprises with higher levels of government digital economy policy support,and helps narrow the digital divide between enterprises.Further analysis reveals that the joint opening of data platforms can promote beneficial competition and imitative learning within industries,creating industry spillover effects;its positive impact on enterprise innovation quality can also enhance the recognition of innovation patent quality within industries and promote sustainable development for enterprises.
