公共数据授权运营的困境与市场化构建——以信托机制为例的分析

目前,公共数据授权运营实践中面临的理论与制度困境包括授权运营法律性质存在论争、运营主体权利义务责任依据有所缺漏、授权运营监督机制尚不健全等,而公共数据授权运营采取信托机制进行市场化构建有利于消除这些困境。公共数据财产权... 目前,公共数据授权运营实践中面临的理论与制度困境包括授权运营法律性质存在论争、运营主体权利义务责任依据有所缺漏、授权运营监督机制尚不健全等,而公共数据授权运营采取信托机制进行市场化构建有利于消除这些困境。公共数据财产权符合信托财产的要件,以其设立信托机制契合公共数据流通的理念;国内外已开展公共数据信托的实践探索,且我国具备采取信托机制的基础。应扩大公共数据授权运营信托委托人和受托人范围;公共数据授权运营信托应办理信托登记;受托人不应享有将公共数据财产权转让、设定担保等权利;对受托人的义务,应细化谨慎管理义务、调适分别管理义务、强化亲自管理义务、增设公平义务;受托人违反义务应承担惩罚性赔偿责任;应设置信托监察人加强对受托人行为的监督。 展开更多

随着全球产业升级加速,专业学位研究生导师队伍面临知识结构滞后、培养模式单一、评价机制失衡等困境,制约产教融合与人才培养质量。为了解决专业学位研究生导师队伍面临的问题,本研究基于产教融合理论提出“需求导向-角色协同-能力生... 随着全球产业升级加速,专业学位研究生导师队伍面临知识结构滞后、培养模式单一、评价机制失衡等困境,制约产教融合与人才培养质量。为了解决专业学位研究生导师队伍面临的问题,本研究基于产教融合理论提出“需求导向-角色协同-能力生成”框架,构建“标准重构-模式创新-制度保障-技术赋能”四维策略,以优化导师队伍,推动产教融合与人才培养质量提升。以河南理工大学为例,其实施“智能制造导师工作站”与“企业命题-师生解题”模式后,成果转化率提升至41%,导师产业参与度显著增强。未来高校需通过第三方协同治理、政策创新与数字化转型,推动教育链、产业链与创新链深度融合,培养兼具理论与创新能力的高层次应用型人才。本研究为导师队伍建设提供系统性解决方案,助力产教融合深化与实践优化。 展开更多

上下级关系与职业主动行为之间的倒U型关系——基于跨边界视角

基于边界理论,本文关注上下级关系对职业主动行为的影响,探讨了职业边界入侵在其中发挥的中介作用、职业未来时间观和组织支持员工发展发挥的调节作用。本研究采纳三个实证研究进行检验。研究1考察了上下级关系与职业主动行为之间的直... 基于边界理论,本文关注上下级关系对职业主动行为的影响,探讨了职业边界入侵在其中发挥的中介作用、职业未来时间观和组织支持员工发展发挥的调节作用。本研究采纳三个实证研究进行检验。研究1考察了上下级关系与职业主动行为之间的直接关系;研究2检验了职业未来时间观和组织支持员工发展在其中发挥调节作用;研究3验证了整体模型,包括职业边界入侵这一中介机制及其边界条件。结果发现:上下级关系与职业边界入侵、职业主动行为之间呈现曲线关系。在高职业未来时间观和组织支持员工发展的情况下,员工在面临紧密的上下级关系时,往往感受到更高的职业边界入侵,进而更多地会降低职业主动行为;而在低职业未来时间观和组织支持员工发展的情况下,随着上下级关系的提升,员工则较少感受到职业边界入侵,进而倾向于提升职业主动行为。本文首次从跨边界视角提出并验证了上下级关系和职业主动行为之间的复杂关系,为理解中国文化情境下的上下级关系对职业发展的影响提供了新视角,具有重要的理论与实践意义。 展开更多

A novel siphon-based divide-and-conquer(SbDaC)policy is presented in this paper for the synthesis of Petri net(PN)based liveness-enforcing supervisors(LES)for flexible manufacturing systems(FMS)prone to deadlocks or livelocks.The proposed method takes an uncontrolled and bounded PN model(UPNM)of the FMS.Firstly,the reduced PNM(RPNM)is obtained from the UPNM by using PN reduction rules to reduce the computation burden.Then,the set of strict minimal siphons(SMSs)of the RPNM is computed.Next,the complementary set of SMSs is computed from the set of SMSs.By the union of these two sets,the superset of SMSs is computed.Finally,the set of subnets of the RPNM is obtained by applying the PN reduction rules to the superset of SMSs.All these subnets suffer from deadlocks.These subnets are then ordered from the smallest one to the largest one based on a criterion.To enforce liveness on these subnets,a set of control places(CPs)is computed starting from the smallest subnet to the largest one.Once all subnets are live,this process provides the LES,consisting of a set of CPs to be used for the UPNM.The live controlled PN model(CPNM)is constructed by merging the LES with the UPNM.The SbDaC policy is applicable to all classes of PNs related to FMS prone to deadlocks or livelocks.Several FMS examples are considered from the literature to highlight the applicability of the SbDaC policy.In particular,three examples are utilized to emphasize the importance,applicability and effectiveness of the SbDaC policy to realistic FMS with very large state spaces. 展开更多

目的以全方位育人为导向,构建科学合理的临床医学院研究生导师岗位胜任力评价指标体系,为医院教育管理部门培养、选拔和评价导师提供可量化依据。方法通过对2015年1月至2025年1月相关文献分析,结合临床医学研究生导师的职责与定位,应用... 目的以全方位育人为导向,构建科学合理的临床医学院研究生导师岗位胜任力评价指标体系,为医院教育管理部门培养、选拔和评价导师提供可量化依据。方法通过对2015年1月至2025年1月相关文献分析,结合临床医学研究生导师的职责与定位,应用德尔菲法构建临床医学院研究生导师岗位胜任力评价指标体系,采用熵值法计算指标权重,依据指标体系对部分研究生导师岗位胜任力进行初步验证。结果构建的临床医学院研究生导师岗位胜任力评价指标体系包含4个一级指标、13个二级指标和67个评价细则。一级指标(权重)包括自身素养(0.325)、育人意识(0.231)、育人能力(0.231)、育人效果(0.213)。经初步验证本研究评价结果与年度考核结果基本一致,Spearman相关系数ρ=0.882(P<0.01)。结论本研究构建的临床医学院研究生导师岗位胜任力评价指标体系具有一定的合理性和实用性,可为临床医学院研究生导师核心能力评估、人才培养质量评价提供参考。 展开更多

Based on the Petri net models of the systems, this paper proposes, for the first time, the concept of perfect maximal resourcetransition circuits and their saturated states. The concept facilitates the development of system liveness characterization and deadlock avoidance Petri net supervisors. Deadlock is characterized as some perfect maximal resource-transition circuits reaching their saturated states. For a large class of manufacturing systems, which do not contain center resources, the optimal deadlock avoidance Petri net supervisors are presented. For a general manufacturing system, a method is proposed for reducing the system Petri net model so that the reduced model does not contain center resources and, hence, has optimal deadlock avoidance Petri net supervisor. The controlled reduced Petri net model can then be used as the liveness supervisor of the system. 展开更多

This paper deals with the synthesis of Petri net supervisor enforcing the more expressive constraints including marking terms, firing vector terms and Parikh vector terms. The method is developed to handle uncontrollable and unobservable transitions existing in the constraints. The “greater-than or equal” general constraints can also be transformed into “less-than or equal” Parikh constraints. An example is analyzed to show how the problem is solved. General constraint is first transformed into Parikh vector constraints, and Matrix-Transformation is proposed to obtain the admissible constraints without uncontrollable and unobservable transitions. Then the supervisor can be constructed based on constraints only consisting of Parikh vector terms. The method is proved to be more concise and effective than the method presented by Iordache and Moody especially when applied to large scale systems. 展开更多

In this paper,a deadlock prevention policy for robotic manufacturing cells with uncontrollable and unobservable events is proposed based on a Petri net formalism.First,a Petri net for the deadlock control of such systems is defined.Its admissible markings and first-met inadmissible markings(FIMs)are introduced.Next,place invariants are designed via an integer linear program(ILP)to survive all admissible markings and prohibit all FIMs,keeping the underlying system from reaching deadlocks,livelocks,bad markings,and the markings that may evolve into them by firing uncontrollable transitions.ILP also ensures that the obtained deadlock-free supervisor does not observe any unobservable transition.In addition,the supervisor is guaranteed to be admissible and structurally minimal in terms of both control places and added arcs.The condition under which the supervisor is maximally permissive in behavior is given.Finally,experimental results with the proposed method and existing ones are given to show its effectiveness. 展开更多

In this paper, the problem of hybrid model predictive control(HMPC) strategy based on fuzzy supervisor for piecewise autoregressive with exogenous input(PWARX) models is addressed. We first represent the nonlinear behavior of the system with a PWARX model. Then, we transform the obtained PWARX model into a mixed logical dynamic(MLD) model in order to apply the proposed predictive control which is able to stabilize such systems along desired reference trajectories while satisfying operating constraints.Finally, we propose to introduce a fuzzy supervisor allowing the readjustment of the HMPC tuning parameters in order to maintain the desired performance. Simulation and experimental results are presented to illustrate the effectiveness of the proposed approach. 展开更多

In this paper, we consider the problem of automatic synthesis of decentralized supervisor for uncertain discrete event systems. In particular, we study the case when the uncontrolled plant is unknown a priori. To deal with the unknown plants, we first characterize the conormality of prefix-closed regular languages and propose formulas for computing the supremal conormal sublanguages; then sufficient conditions for the existence of decentralized supervisors are given in terms of language controllability and conormality and a learning-based algorithm to synthesize the supervisor automatically is proposed. Moreover, the paper also studies the on-line decentralized supervisory control of concurrent discrete event systems that are composed of multiple interacting unknown modules. We use the concept of modular controllability to characterize the necessary and sufficient conditions for the existence of the local supervisors, which consist of a set of local supervisor modules, one for each plant module and which determines its control actions based on the locally observed behaviors, and an on-line learning-based local synthesis algorithm is also presented. The correctness and convergence of the proposed algorithms are proved, and their implementation are illustrated through examples. 展开更多

In this paper, a new reliable hierarchical model is suggested for a two-wagon train Networked Control System. Each wagon has a Controller that carries the control load and an Entertainment server that handles the entertainment. A supervisory controller runs on top of the two controllers and the two entertainment servers. Contrary to a similar model in the literature, the Supervisory node replaces a Controller as soon as it fails (Active Supervisor). All system states are analyzed and simulated using OPNET. It is shown that, for all states, this architecture has zero control packets dropped and the end-to-end delay is below the maximum target delay. A comparison between this Active model and the other model in the literature is presented. It is found that the entertainment in this new architecture is kept available for the passengers in more of the system states when compared to the architecture previously presented in the literature. 展开更多
