摘要
在我国,人口老龄化的不断加深使得养老服务成为社会发展中需要人们关注的重大问题之一。养老服务在民族文化多样性交织的情境下,有效地构建起多元主体协同的体系有助于提升民族地区养老服务的效果。本文选取黔东南苗族侗族自治州具有代表性的S县为例,开展实地走访,并运用福利多元主义理论分析当地的政府、社会工作组织、社区及市场等主体之间在开展养老服务过程中显现出来的协同困境。研究中发现,多元主体的协同困境源于行政逻辑与专业逻辑的内在张力、外来专业化服务与本土网络的文化隔阂,其根本症结在于协同机制的缺失与整合平台的虚置。针对民族地区多元主体的协同问题,本文提出了重塑协同理念、重建互动机制、创新服务模式的文化敏感型协同路径,推动民族地区养老服务模式向兼具专业性与地方性的方向发展。
In China, the deepening population aging has made elderly care services a critical social development issue demanding focused attention. Within the context of rich ethnic and cultural diversity, effectively establishing a multi‑stakeholder collaborative system is essential for enhancing the effectiveness of elderly care services in ethnic regions. This study takes S County, a representative area within the Qiandongnan Miao and Dong Autonomous Prefecture, as a case study. Through field visits and applying the theory of welfare pluralism, it analyzes the collaborative challenges that arise among local government bodies, social work organizations, communities, and market entities in the provision of elderly care services. The research identifies that these collaborative difficulties stem from the inherent tension between administrative logic and professional logic, as well as cultural gaps between externally introduced professional services and local networks. The fundamental cause lies in the absence of effective coordination mechanisms and the inadequacy of integrated platforms. To address the collaboration issues among multiple stakeholders in ethnic regions, this paper proposes a culturally sensitive collaborative pathway that involves reshaping collaborative concepts, rebuilding interaction mechanisms, and innovating service models. This approach aims to promote the development of elderly care models in ethnic regions that integrate both professionalism and local specificity.
