摘要
建设学习型社会 ,必须树立全民学习 ,终身学习的新理念 ;必须积极制定建设学习型社会的规划和推进策略 ,切实把建设学习型社会纳入社会经济发展战略 ;必须以社区为载体和依托 ,实行政府管理、社区自治、群众参与相结合 ;必须因地制宜 ,发挥优势 ,充分体现区域特色 ;必须充分利用、发挥和整合各种资源 ,做到资源共享 ;必须以人为本 ,以促进人的全面发展为根本目的 ;必须制定相应的法律法规 ,使之走上制度化、法制化的轨道 ;必须充分发挥榜样的力量 ,做到学有榜样 ,赶有目标 ,以点带面 ,全面推进。
To build up a study-oriented society needs to set up the conception of all-people study for life, so that plans as well as strategies that would push the development should be organized. Communities are the main bases, in which citizens are organized as a whole. In order to achieve the vitality and efficiency, correspondent laws as well as regulations are to be made based on the principle that people can share all resources. Examples are the most persuasive thing to attract people, so good examples should be set up, using point to influence as much as possible.
