摘要
为了把上海建成现代国际大都市,建成国际经济、金融、贸易中心,需要制定有科学性、前瞻性和可行性的总体战略及其对策。我们设想的总体战略与对策分为两大块:一块是基础性的,专门针对上海,称之为基础战略;一块是扩散性的,立足于上海,面向区域、面向全国以至面向世界,更带有宏观甚至超宏观的色彩,称之为圈形战略。上海圈形战略本身是一个战略系列,本文仅就此作些初步探讨。
Main Points:a) The Strategy of 'circle'with the'three concentric circles' as the space zone; b) The strategy of 'dragon rising' with Shanghai as the head of dragon and the Changjiang River valley as the body; c) The strategy of 'roc flying' with Shanghai and its economic circle as the head of the roc, the Changjiang River valley as the body, and the south and north coastal areas and cities as both wing; d) The strategy of 'tripod' with Shanghai as an important pillar to develop cooperation among Shanghai, Hong Kong and Taiwan; e) The strategy of 'compatriot' with Shanghai and Guangzhou as the ties with overseas Chinese all over the world; f) The strategy of 'transnation' with the cooperation between Beijing and Shanghai as the base to develop the relationship with the three economic 'giants' ——the United Stares, Japan and Europe.
