摘要
从经济学的角度分析了用户欠电费的成因及其危害性,提出了按市场规律办事,先购电后使用的思路和措施。要依据《电力法》、《电力供应与使用条例》等有关法律法规,依法回收电费。
From the angle of economics, the paper anal, ses the causes and harmfulness of users' owing electricity charges. In accordance with the market rule, the paper puts forward the countermeasure of payment prior to use. It points out that owed electricity charges must be charged according to laws and regulations concerned, i. e. Law on Electricity and Provisions on Supply and Use of Electricity.
