党的十六大将发展社会主义民主 ,建设社会主义政治文明确定为全面建设小康社会的重要目标 ,提出坚持党的领导、人民当家作主和依法治国的有机统一 ,扩大民主参与 ,丰富民主形式 ,坚持与完善基本政治制度 ,全面推进领导体制、决策体制、行政体制、司法体制、人事管理体制和监督体制的改革 。
The 16th CPC National Congress sets the development of socialist democracy and the building of socialist political civilization as important objectives of building a well-off society in an all-round way and advocates pushing forward the building of China's political civilization into a new stage by integrating CPC leadership, rule by the people and rule by law organically, enlarging democratic participation and enriching democratic forms, adhering and improving the fundamental political system, deepening in an all-round way the reforms of the leadership mechanism, policy-making mechanism, administrative system, judicial system, personnel management system and the monitoring system
