摘要
我国环境问题的特殊性,导致环保产业的发展存在一系列的制度障碍。如何创建一个相对有效和公平的激励体制,亦即社会支撑系统,从而促进环保产业的发展,是摆在决策者和研究者面前的一项紧迫任务。
The environmental peculiarities of China result in a series of institutional obstacles to the development of environment protection industries. How to create a relatively effective and fair incentive mechanism or social support system to promote its development is an urgent task for the policy - makers and researchers.
