摘要
我国现行的政府管理体制与WTO不相适应。入世后,政府必须加快自身革命,推动管理体制的创新。本文分析了现行政府管理体制面临的八大挑战,为迎接这些挑战,政府管理体制应实现六大创新,即政府观念的创新、政府职能的创新、管理模式的创新、政府结构的创新、决策体制的创新、行政监督制度的创新。为实现政府管理体制的创新,文章最后提出了三大保障,即:人才保障、法治保障、思想保障。
The present government administrative system in our country doesn' t correspend with WTO. After the entry into WTO, our government must quicken its own revolution and improve the originality of administrative system. In this article, the author has analyzed eight challenges that face the present government administration. In order to meet those, the government administrative system needs originality in government concepts, government functions, mode of administration, government organization, strategic system and executive supervision system. To achieve these six renewals, the author has raised three guarantees of talents, ruling-by-law and thoughts.
