摘要
简要介绍了中国与芬兰合作研究项目"长江防洪智能应急响应系统"的背景、项目实施的过程、项目研究的主要示范成果。阐述了防洪智能应急响应系统的概念及功能定义,总体框架结构,系统实现的技术路线,以及项目所建立原型系统的基本功能。针对建立长江中下游实际运行的防洪应急响应系统的需求特点,基于原型系统的试验研究成果,提出下一步的建设与开发策略。
This paper describes the background and the implement process of IFERS(intelligent flood emergency response system)of Changjiang River, a Sino-Finland cooperative research item, and the major results obtained from the IFERS prototype experimental study. It sets forth emphatically the concept, function definition, general frame and the technique routine of the system, as well as the basic functions of the prototype system to be established. Finally, it brings forward a development strategy about building the real flood decision-making and emergency response system for Changjiang River Basin on the basis of the prototype experiment results.
