摘要
经济全球化给我国带来的既有成就也隐含危机。在战略机遇期,道路如何选择至关重要。通过国际间的技术转移获得技术能力提升并不是免费的,而人力资本在此方面发挥着越来越重要的影响,它直接影响一个国家的技术基础和产业优势。目前,我国应重视培育有效的人力资本和促进人才流动,以优化人力资本结构带动比较优势的提升。
Economy globalization has brought both achievements and crisis. The choice of path is very important at period of strategic time. It is not free in developing the technological capability by international technology transfer. Human capital is playing more and more important role at this aspect. It influences the nation's technology base and industry advantage. At present, China should give attention to fostering the effective human capital and promoting talent flow. To improve the nation's comparative advantage by optimize human capital.
